Contract Manager (2 Positions)
Duties And Responsibilities
- Manage a portfolio of U-Wide contracts with responsibility for the entire contract lifecycle, including contract implementation, contract amendments, business review meetings, price audits and spend analysis.
- Publishes contract and procurement requirements for bidders; reviews all types and levels of contracts and related financial documents.
- Develop RFPs, RFls, IFBs, Mini-Bids and discretionary procurement bid specifications. Serve as a subject matter expert on RFP's, serve as a liaison to and resource for all SUNY campuses.
- Ensure all procurements follow applicable laws, policies and procedures.
- Independently lead and manage System-wide contract and amendment process to include exemption requests.
- Review budget modifications and contract amendments to determine impact and to ensure compliance.
- Perform market research and data analysis in potential contract categories.
- Independently manage ongoing contracts, monitor supplier compliance and performance.
- Draft and lead, with guidance from the SUNY Office of General Counsel, the execution of all procurement and procurement-related documents, such as contracts, contract amendments, extensions, memorandums of understanding, and NYS Contract Reporter exemption requests.
- Respond to inquiries from various state agencies involved in the contract approval process (Attorney General's Office, Office of the State Comptroller, Office of General Service).
Job Requirements
- Bachelor's Degree required.
- Minimum 4 years of experience in procurement, sourcing, supply chain, or related fields.
- Experience in SUNY, higher education or government agency preferred.
- Understanding of contracts, procurement processes, and supplier management.
- Strong negotiation, verbal and interpersonal skills to effectively communicate with various levels of management at campuses and other agencies.
- Able to analyze data and identify trends and opportunities.
- Effectively manage multiple projects simultaneously.
- Able to apply independent judgment in situations involving compliance with State laws and University policies and procedures.
- Have a solid working knowledge of Microsoft word and excel.
Additional Information
Must be currently authorized to work in the United States on a full-time basis. VISA sponsorship is NOT available for this position.
Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $78,000-$87,000 annually.
State Title: Senior Staff Assistant (SL-3) and is part of the United University Professions Union.
