About the Role
Function as a director or assistant director of an agency's contract management program or manage at least two functional areas that include multiple contract management or contract procurement teams. Supervise Contract Management Specialists 3 in the administration of a wide variety of contracts and contract-related activities.
Responsibilities
- Oversee and review the development of procurement policies and procedures.
- Plan and budget for contracting and related program activities for the agency.
- Resolve the most complex and difficult complaints and conflicts regarding contract execution, development, amendments, and fiscal cost reports.
- Direct the development and implementation of training programs on procurement procedures and guidelines.
- Represent the agency on statewide committees or inter-agency workgroups related to procurement or contracting.
- Oversee and review the procedures for the analysis, goal-setting activities, and utilization tracking of Minority and Woman-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) goals.
- Oversee all OSC procurement operations supporting services critical to Statewide operations, including State and Local Government Accountability, Abandoned Property, Statewide Payroll Services, Employee Retirement Systems, Contract and Expenditure Audit, and the Chief Information Office, consistent with State Finance Law and New York State Procurement Council Guidelines.
Requirements
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
- For 70.1 52.6 transfer to a Contract Management Specialist 4 (SG-64), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-63 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Preferred Qualifications
- Three to five years of State procurement experience.
- Ability to work well with supervisors, peers, and subordinates.
- Excellent oral and written communication skills.
- Ability to manage competing priorities and meet deadlines.
- Strong working knowledge of SFS.
- Skilled in Microsoft Word, Excel, and Access.
- Demonstrates a positive commitment to the goals of the organization.
- Constructively manages interpersonal relationships.
- Ability to develop consensus among parties with varying perspectives.
- Ability to offer alternative approaches and foster discussions of pros and cons on these alternatives.
Schedule
The Office of the New York State Comptroller (OSC) supports telecommuting where reasonable based on the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After this period, if an employee’s primary residence location, duties, and work performance align with telecommuting and operational needs, they may be allowed to telecommute up to 5 days per pay period.
