About the role

The Contract Management Specialist 1/Trainee 1/2 will independently handle all aspects of the contract and purchase processes from inception to completion.

Responsibilities

  • Procurement solicitations such as RFPs, IFBs, Sole Source, and Preferred Source
  • Discretionary purchases
  • Utilizing OGS State contracts
  • Seeking price quotes
  • Contract negotiations with vendors
  • Processing requisitions and purchase orders
  • Collaborating with various Business Units to obtain goods or services
  • Monitoring contract terms and expiration dates
  • Liaison between A/P staff and vendors to ensure timely invoice payments
  • Preparing official memos for Executive leadership
  • Other duties as assigned

Requirements

Contract Management Specialist Tr 1: Four years of experience managing contracts and related budgets, including one or more of the following areas: negotiation with contractors and vendors; fiscal management (bidding, payment, analysis, and fiscal reporting); contract development (developing requests for proposals); contract execution (securing signatory approval from control agencies); monitoring and review of contract terms.

Contract Management Specialist Tr 2: Five years of experience managing contracts and related budgets, including one or more of the following areas: negotiation with contractors and vendors; fiscal management (bidding, payment, analysis, and fiscal reporting); contract development (developing requests for proposals); contract execution (securing signatory approval from control agencies); monitoring and review of contract terms.

Contract Management Specialist 1: Six years of experience managing contracts and related budgets, including one or more of the following areas: negotiation with contractors and vendors; fiscal management (bidding, payment, analysis, and fiscal reporting); contract development (developing requests for proposals); contract execution (securing signatory approval from control agencies); monitoring and review of contract terms.

An associate degree may substitute for two years of specialized experience; a bachelor’s degree may substitute for four years; a master’s degree may substitute for five years; a J.D. may substitute for six years.

Qualifications

For competitive appointment: Reachable on the current Civil Service eligible list for this title.

For transfer: Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of Civil Service Law. Eligible titles include, but are not limited to, Administrative Specialist 1/Trainee 1/2, Human Resources Specialist 1/Trainee 1/2, and Program Aide.

Pay

For candidates new to NYS, the starting salary will be the bottom of the range displayed and is not subject to negotiation. For current NYS employees, salaries are calculated in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
