Contract Management Specialist 1 (NY HELPS)

About the Role

The Contract Management Specialist 1 will assist the Division of Child Care in developing procurement documents and contracts, and coordinate activities related to implementing procurement contracts. This position serves as a member of a newly created second contracts unit.

Responsibilities

• Assist in the development of bid documents and administer the solicitation and evaluation processes.
• Review, monitor, and track assigned workload using internal databases, project management tools, and SharePoint records.
• Perform various functions related to contract management.
• Assist with special assignments and projects related to procurement.
• Other duties as assigned (additional duties will be discussed during the interview).

Qualifications

Minimum qualifications for this position include:

• One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer. This position may be designated 55b/c and is subject to verification of applicant eligibility.

Open to the Public: Under the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS), candidates must meet the following open-competitive minimum qualifications:

• Six years of experience managing contracts and related budgets, including one or more of the following areas:
  • Negotiation with contractors and vendors.
  • Fiscal management, including bidding, payment, analysis, and fiscal reporting.
  • Contract development, including developing requests for proposals.
  • Contract execution, including securing signatory approval from control agencies.
  • Monitoring and review of contract terms.
• An associate degree may substitute for two years of experience.
• A bachelor’s degree may substitute for four years of experience.
• A master’s degree may substitute for five years of experience.
• A doctorate may substitute for six years of experience.

Schedule

Core operating hours for office-based positions are 8 AM to 5 PM. The exact shift within this timeframe will be discussed during the interview.

Additional Information

For the duration of the NY HELPS Program, this title may be filled via non-competitive appointment, meaning no examination is required, but all candidates must meet the minimum qualifications. Within one year of permanent appointment, employees hired under NY HELPS will have their non-competitive status converted to competitive status, granting them the same rights and privileges as other competitive class employees of New York State. While serving in a NY HELPS title, employees may participate in any promotion examination for which they are qualified.

Background Investigation Requirements

• All prospective employees will undergo a Criminal Background Check (CBC), including State and federal Criminal History Record Checks. Convictions must be reported; a felony or misdemeanor conviction, or falsified/omitted information on the employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits.
• Prospective employees will be fingerprinted to obtain criminal history records and may be required to pay associated fees.
• All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR) and may be required to pay associated fees.
• For Division of Juvenile Justice and Opportunities for Youth (DJJOY) appointees, a check against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs will be conducted. Those found responsible for serious or repeated acts of abuse or neglect will be barred from appointment.
