Contract Maintenance Manager

About the Role

The Contract Maintenance Manager will assist the 88th Readiness Division (RD) with the execution and implementation of a multi-faceted, comprehensive engineering base operations and sustainment preventative and corrective maintenance program. This ensures buildings and grounds are properly monitored and maintained to meet functional, appearance, safety, security, and environmental standards.

Responsibilities

• Conduct facility inspections and complete checklists to monitor the physical and functional condition of building systems.
• Plan, coordinate, and ensure quality assurance for service contract support of facility repairs, including requirements and specifications.
• Prepare, review, and submit energy efficiency and sustainable practices/recommendations.
• Promote energy conservation and awareness.
• Develop and implement a quality assurance program for maintenance and repair, including inspections and oversight, and document as required.
• Review and refine tasks and requirements list and order of cost magnitude for Sustainment, Revitalization, and Maintenance (SRM) projects received from field personnel.
• Perform site visits to gather information for SRM requirements.
• Monitor and inspect life safety, physical security, and fire prevention requirements; address deficiencies as required.
• Review and update databases, computer programs, and physical inventories to maintain current information.
• Respond to all information requests and attend Project Review Boards, as requested.
• Oversee and supervise field maintenance technicians and subcontractors in executing the preventative and corrective maintenance program.
• Assist the Project Manager in recruiting, qualifying, managing, and retaining personnel for routine staffing, temporary workload increases, new mission support, reorganization, limited-duration needs, start-up/shut-down, and workforce fluctuations.
• Qualify personnel through a thorough verification and validation process to ensure they meet contractual minimum qualification requirements.
• Develop and maintain proactive working relationships with 88th RD Engineering Support team members, vendors, management, and other departments.
• Monitor program labor hour execution against contractual performance criteria; analyze, recommend, and report findings to the Project Manager regularly.
• Review field maintenance team members’ timecards daily and approve them at the end of each pay period.
• Review all travel authorizations for accuracy and compliance with contract requirements; maintain records of travel authorization costs and compare to travel/ODC budget prior to approval.
• Compile a Monthly Progress Report using reports from field maintenance personnel, including corrective maintenance funding status, summaries of preventative maintenance and unscheduled work, contractor quality control statistics, safety incident summaries, equipment downtime, customer satisfaction statistics, and other contractor comments on operational improvements or issues.
• Perform other duties as assigned.

Qualifications

• Minimum two (2) years of experience in business occupancy facilities operations and maintenance.
• Minimum five (5) years of experience servicing and/or renovating commercial buildings, including supervision of a diversified workforce responsible for operations, maintenance, and repair of commercial building infrastructure systems.
• Possess and maintain a valid driver’s license.

Skills

• Ability to use a personal computer, internet service, word processing, Microsoft Word, Microsoft Excel, Outlook, and PowerPoint.
• Ability to obtain a favorable National Agency Check with Inquiry (NACI), in accordance with AR 380-67.
• Familiarity with codes and standards applicable to operations and maintenance tasks, such as NFPA, EPA, and OSHA.
• Ability to read, write, speak, and understand English.
• Ability to lift and/or move up to 50 pounds.
