Shimmick is seeking an experienced Contract Change Manager to support the construction of a major infrastructure project in Southern California. This position will lead the identification, development, pricing, negotiation, administration, and resolution of construction contract changes. The ideal candidate will combine heavy civil estimating experience with strong contract administration, owner coordination, and commercial negotiation skills.

This individual will work closely with project leadership, field operations, engineering, project controls, scheduling, subcontractors, and the Client’s project team to develop well-supported change proposals and resolve commercial issues efficiently. Responsibilities

  • Manage construction contract changes from initial identification through documentation, pricing, negotiation, execution, and closeout.
  • Review contract documents, design revisions, directives, RFIs, field conditions, and project records to identify changes and evaluate entitlement.
  • Prepare and submit contractual notices, requests for quotation, change-order proposals, requests for equitable adjustment, and related correspondence.
  • Develop detailed change-order estimates covering labor, equipment, materials, subcontractors, trucking, indirect costs, and schedule-related impacts.
  • Coordinate with field operations to validate quantities, means and methods, production rates, logistics, sequencing, and cost assumptions.
  • Prepare clear proposal narratives defining changed scope, contractual basis, assumptions, exclusions, pricing, and anticipated schedule effects.
  • Lead or support negotiations with the Client regarding scope, entitlement, quantities, pricing, indirect costs, and schedule impacts.
  • Review and negotiate subcontractor and supplier change proposals, including scope, pricing, assumptions, exclusions, and risk allocation.
  • Coordinate documentation and cost tracking for directed, force-account, and time-and-material work.
  • Work with project controls and scheduling personnel to evaluate cost, sequencing, milestone, and schedule impacts.
  • Maintain the project change log and track estimated, submitted, negotiated, approved, committed, and incurred change values.
  • Ensure approved changes are incorporated into project budgets, forecasts, schedules, subcontracts, purchase orders, and cost-control systems.
  • Maintain complete and contemporaneous records supporting entitlement, pricing, negotiations, and schedule impacts.
  • Provide change-related information for monthly forecasts, risk reports, cash-flow projections, and management reporting.
  • Support project leadership on significant commercial issues, disputed changes, claims avoidance, and contract closeout.

Requirements

  • Bachelor’s degree in Engineering + 8 years of related experience in heavy civil construction or demonstrated combination of education/training and experience.

Qualifications

  • 10+ years of heavy civil construction experience.
  • Experience on large, complex public infrastructure projects in Southern California.
  • Experience performing both estimating and project-management responsibilities.
  • Construction-phase experience with CM/GC, CMAR, PDB, DB, BB, JOC, or other public-sector delivery methods.
  • Experience developing and negotiating change proposals involving civil, structural, utility, earthwork, environmental, traffic-control, or subcontracted work.
  • Knowledge of California public works contracting requirements.
  • Familiarity with construction scheduling concepts, time-impact evaluations, and requests for contract-time extensions.
  • Experience developing change-management procedures, logs, workflows, reports, and negotiation materials.

Additional Information

This position is located onsite in the greater Los Angeles area. Qualified applicants who are offered a position must pass a pre-employment substance abuse test. This position does not include sponsorship for a United States work authorization.

Pay

The salary range for this position is between $140,000-$170,000 per year depending on experience and/or education.
