About the role
One Federal Solution (OFS) seeks an experienced Continuity Subject Matter Expert to support the Department of State, Office of Emergency Management (OEM).
Responsibilities
- Support the Office of Emergency Management (OEM) continuity and emergency management mission requirements.
- Participate in weekly team meetings to support continuity programs, policies, procedures, planning efforts, and emergency management initiatives.
- Aid in the development and delivery of Continuity Briefings and Emergency Response Group (ERG) training for Department personnel and senior leadership.
- Assist in the development, revision, and maintenance of Continuity of Operations (COOP), Devolution, Reconstitution, and Continuity Framework plans, policies, and supporting documentation.
- Conduct research and assist in developing risk management plans, Bureau Emergency Action Plans, Business Process Analyses (BPA), and Business Impact Analyses (BIA).
- Support the planning, development, coordination, and execution of National Level Exercises (NLEs), continuity exercises, and emergency preparedness activities, including exercise objectives, scenarios, playbooks, After-Action Reports (AARs), and Improvement Plans.
- Deliver emergency management and continuity training to Department stakeholders.
- Provide technical support related to mitigation, preparedness, response, and recovery activities involving natural disasters, technological incidents, terrorist events, accidental hazards, and CBRNE incidents.
- Support emergency operations during real-world incidents and National Special Security Events (NSSE), including extended 24/7 contingency operations when required.
- Aid in the planning, deployment, and execution of National Continuity Programs, including transportation coordination, logistics support, alternate worksite operations, facility setup, and official Government vehicle operations, as authorized.
Qualifications & Requirements
- Bachelor's degree or a minimum of five (5) years of specialized experience performing continuity planning, emergency management, or related duties.
- Experience supporting Continuity of Operations (COOP), continuity planning, emergency management, or organizational resilience programs.
- Experience supporting the development or maintenance of Continuity of Operations (COOP), Devolution, Reconstitution, or Continuity Framework documentation.
- Experience supporting Business Process Analysis (BPA), Business Impact Analysis (BIA), risk management planning, or emergency planning activities.
- Strong written and verbal communication skills with the ability to develop reports, plans, briefings, and training materials.
- Experience conducting or supporting emergency management training and exercises.
- Able to organize multiple projects simultaneously while maintaining exceptional attention to detail.
- Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and database applications.
- Experience working with data analysis, spreadsheets, presentations, and risk assessment documentation.
- Must possess and maintain a valid U.S. driver's license.
- Able to travel occasionally in support of Department operations.
- Must possess an active Top Secret security clearance and be eligible to obtain Sensitive Compartmented Information (SCI) access.
Preferred Qualifications
- Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) certification.
- Completion of FEMA Emergency Management Institute coursework related to emergency management, emergency planning, Continuity of Operations (COOP), or Threat and Hazard Identification and Risk Assessment (THIRA).
- Experience supporting the U.S. Department of State or another Federal emergency management organization.
- Experience supporting National Level Exercises (NLEs), continuity exercises, or National Special Security Events (NSSE).
