Consultant, MLE Strategy (Immunization Demand Generation Pilot)

About the role

The MLE Strategy team at Evidence Action is seeking a consultant to design, develop, and implement the Monitoring and Learning (MLE) system for an Immunization Demand Generation (IDG) pilot in Nigeria. The consultant will focus on three primary functions: formative research design and analysis, MLE system design and tool development, and data analysis and reporting.

• Phase 1 - Formative Research and Early MLE Design (months 1 to 2)
• Revised pilot MLE concept note
• Formative research design and report
• Pilot MLE framework
• Phase 2 - MLE Design Finalization, Baseline, and Pre-Pilot (months 3 to 5)
• Independent Monitoring Firm Selection and IRB Preparation
• Data collection instruments package
• Finalized instruments and data quality assurance protocols
• Baseline report
• Phase 3 - Pilot Implementation and Monitoring (months 6 to 12)
• Process monitoring outputs
• Program performance reports
• Phase 4 - Pilot Endline analysis, reporting, and closeout (months 12 to 15)
• Endline survey and data validation report
• Pilot report
• Learning synthesis

Requirements

• Advanced degree in public health, epidemiology, statistics, public policy, or a related field
• 5 - 7 years of MLE experience in global health programs, with demonstrated experience designing and implementing MLE systems for facility-based and community-based health programs in low- and middle-income countries
• Quantitative skills, including experience with sampling design, survey implementation, and data analysis (proficiency in Stata or equivalent required)
• Experience developing data quality assessment and verification methodologies
• Able to work independently and manage MLE workstreams with limited in-country support
• Ability to produce clear, decision-oriented reports for program and donor audience

This consultancy is fully remote. Consultants based in any country are welcome to apply, provided they can legally engage as an independent contractor from their country of residence. Preferred time zones are GMT-5 to GMT+1 (US Eastern through West Africa) to ensure adequate overlap with Evidence Action's country and global teams.
