UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential, from early childhood through adolescence. This consultancy will provide systematic field monitoring and quality assurance of Makani Center operations and program implementation from September to December 2026. The role supports the strategic reshaping and prioritization of a reduced package of services in Azraq and Zaatari refugee camps, ensuring adherence to quality standards and accountability commitments.

About the role

UNICEF Jordan supports the delivery of integrated child development and protection services through Makani centers, providing children and adolescents with access to learning support services, skills building, life skills, psychosocial support, child protection, early childhood development, and parenting programs. The program is implemented through Syrian Incentive-Based Volunteers (IBVs) covering roles such as center managers, program facilitators, data entries, outreach, admins, minders, cleaners, and security guards.

In line with program scale-down plans and the phased closure of some community-based centers, this consultancy requires specialized technical oversight to ensure quality standards and accountability commitments are met during the transition.

Responsibilities

  • Provide systematic field monitoring and quality assurance of Makani Center operations and program implementation.
  • Support the strategic reshaping and prioritization of a reduced package of services in refugee camp settings.
  • Ensure adherence to quality standards and accountability commitments during program scale-down.
  • Identify quality gaps and communicate findings clearly in structured field monitoring reports.
  • Support data collection, reporting, and use of UNICEF’s Information Management System (IMS - BAYANATI) or equivalent tools.

Requirements

  • Master's degree in social work, Social Sciences, educational psychology, educational counseling, Sociology, Education, Community Development, or a related field.
  • Minimum 5 years of progressively responsible experience in learning and education, program monitoring, community-based programming, or educational counseling, including in a humanitarian context.
  • Prior experience working in refugee camp settings in Jordan is required.
  • Demonstrated knowledge of learning services, formal/non-formal education, and the Jordanian national curricula.
  • Familiarity with child protection principles and referral mechanisms.
  • Experience in program monitoring, field data collection, and structured reporting.
  • Familiarity with community-based service delivery and volunteer-based program models.
  • Computer literacy, including proficiency in standard MS Office tools and data entry systems.
  • Fluency in Arabic and working knowledge of English.

Desired Qualifications

  • Prior experience with the Makani program or similar integrated child development programs.
  • Experience in educational or learning curriculum revision and development.
  • Familiarity with UNICEF’s Information Management System (IMS - BAYANATI) or equivalent program monitoring tools.
  • Experience supporting or working alongside incentive-based volunteers (IBVs) in humanitarian settings.
