About the role

UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential, from early childhood through adolescence. This consultancy involves a mid-term evaluation of the Safeguarding Children’s Rights program in East Jerusalem to provide evidence and recommendations on the outcomes or results of the protection project on the lives of beneficiaries that can be attributed to UNICEF interventions.

Requirements

• Master's Degree in Evaluation, Child Protection, Social Research, Social Work, Psychology, Sociology, International Development, Public Policy, International Relations, Human Rights, Humanitarian Studies, or other related fields.
• At least 10 years of documented experience in research and evaluation of development programmes/projects or a minimum of 8 years’ experience in Child Protection programmes/projects from developing or least developed countries.
• Expertise in gender programming and gender-responsive evaluation approaches.
• Experience evaluating Child Protection and/or Mental Health and Psychosocial Support (MHPSS) programmes.
• Experience applying child-centred methodologies.
• Knowledge of international law, specifically international humanitarian law and International Human Rights law, and experience with the State of Palestine (SoP) context.
• Experience working with NGOs and UN agencies operating in the SoP.
• Significant knowledge of programming and program cycle management, including development of projects.
• Knowledge of internal controlling systems and financial management for effective and efficient project management.
• Previous experience conducting evaluations for UNICEF, UN agencies, or international humanitarian organizations.

Skills

• Significant written and verbal communication skills, including leadership skills and ability to synthesize.
• Demonstrated ability in writing evaluation reports.
• Fluency in English and Arabic (if consultant(s) are not fluent in Arabic, budget must include costs for translation support for interviews).
• Good analytical, facilitation, and communication skills.
• Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships.
• Ability to take initiative and work with minimum supervision.
• The evaluation team must be free of conflict of interests and must affirm that observations and findings are not tied to or associated with any external factors.

Language Requirements

• Excellent communication and report writing skills in English.
• Fluency in written and spoken English and Arabic is essential for interviews, transcription, and translation.
