Construction Supervisor - Wastewater Collection

Typical Duties

  • Review and assist persons with applications for various public assistance programs including, but not limited to, CalWORKs, Food Stamps, Medi-Cal, Healthy Families, Tulare County Medical Services;
  • Input and update identifying, demographic and other data to computer data system;
  • Pre-screen applicants for immediate need or expedite services and refer as needed;
  • Aid eligibility staff with phone calls from clients;
  • Make phone contacts to clients for follow up information;
  • Review exception lists for discrepant information and input correct data as needed;
  • Create and issue immediate need Medi-Cal cards and Electronic Benefit Transaction (EBT) cards;
  • Collect monies to repay overpaid funds;
  • Perform Fingerprint Imaging (SFIS) for clients;
  • Review and compare various reports, lists and forms for completeness and accuracy;
  • Type documents, reports, lists and forms involving departmental transactions;
  • Maintain records and prepare reports;
  • Use automated office equipment.

Education/Experience

  • Equivalent to completion of the twelfth grade;
  • Six months of experience involving public contact and information processing in a fast paced environment;
  • Intermediate math knowledge;
  • U.S. monetary system knowledge;
  • Alpha and numeric filing systems knowledge;
  • Basic computer skills, including use of keyboard and mouse, basic internet navigation tools, on-line forms completion, use of toolbars and menus, basic Windows functions.

  • Communicate effectively both verbally and in writing;

Additional Information

  • Selection Process: The selection process will consist of a written examination weighted as 100% of the candidate's final exam score.
  • Disabled applicants who require special testing arrangements should contact HR&D prior to the test date.
  • Applicants who have been convicted of Welfare Fraud will not be eligible for selection.

Conditions of Employment

  • Candidates selected will be required to pass a pre-employment drug and alcohol screening.
  • For some classifications, a physical exam will be conducted to ensure the applicant's fitness for duty. This process may include a physical ability and/or ergonomic assessment.
  • Additionally, a background investigation may also be conducted.

Benefit Amount

An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, and life).

Health Insurance

  • A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage.
  • Dependent coverage is available.
  • Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement

  • The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security.
  • In addition to ordinary retirement benefits, the plan provides disability and death benefits.
  • Retail contributions are made by both the County and the employee.
  • The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave

  • 12 set days and 1 personal holiday.

Vacation Accrual

  • 2 weeks per year (0-3 years of service)
  • 3 weeks per year (3-7 years of service)
  • 4 weeks per year (7-11 years of service)
  • 5 weeks per year (11+ years of service)
  • Limit of 300 hours.

Sick Leave Accrual

  • 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
  • Sick leave buy back program after 3 years of service.

Group Term Life Insurance and AD&D

  • $10,000; Provided by Standard Insurance Company.

Disability Insurance

  • Employees are covered by State Disability Insurance.
  • The premium is paid by the employee.

Deferred Compensation

  • A voluntary deferred compensation plan is available.
