About the Role
Manages and/or coordinates the supervision of the construction phase of public improvement contracts. Provides lead construction management on one or multiple projects, ensuring the project meets set goals. Acts as a construction resource to support and/or manage the construction phase, assisting Construction Supervisor III, Construction Managers, and Project Managers as needed.
Responsibilities
- Monitors construction of various sized public improvement contracts, organizing and coordinating all field engineering and inspection activities.
- Ensures work performed and materials/equipment installed conform to contract requirements.
- Reviews preliminary and final design plans for constructability; provides input on proposed materials and equipment.
- Participates in value engineering, design reviews, pre-bid site inspections, and pre-bid meetings.
- Assists in reviewing the Engineer’s estimate, addenda, and contract award recommendations.
- Conducts and/or participates in construction meetings; reviews and provides input on contractors’ schedules of value and construction progress schedules.
- Prepares and updates cash flow projections for contracts.
- Administers contracts, purchase orders, and agreements to ensure scope, terms, and conditions are met.
- Oversees day-to-day field activities to ensure project milestone dates and overall schedule completion are met.
- Manages changes in project scope to ensure the most recent documents are used, preventing avoidable rework.
- Monitors progress of testing and inspection personnel; acts as liaison between Design Engineer, District office engineers, and Contractor.
- Prepares daily reports, correspondence, and memoranda; answers questions from Contractors or forwards them to the appropriate entity.
- Measures work in place and equipment/materials furnished for progress payments; assists in reviewing payment requests.
- Drafts simple plan adjustments and prepares field sketches to expedite work progress.
- Performs engineering calculations, field surveying, and field tests using various gauges, meters, and instruments.
- Requests proposals for work orders and assists in negotiating price and scope.
- Investigates, analyzes, and negotiates construction claims; monitors progress of claims when placed on notice by the Contractor.
- Administers and oversees contract completion and close-out.
- Coordinates projects with utilities, municipalities, and agencies; responds to and resolves public and municipal official complaints.
- Attends public meetings and reports on job progress to public officials.
- Notes and rectifies poor standards of work by contractors, subcontractors, and vendors.
- Writes change order reports, daily reports, memos, and correspondence.
- Observes and enforces safe work practices; verifies invoices for accuracy.
- Reviews progress schedule updates and notifies Contractor of schedule deficiencies.
- For higher-level roles: Assigns testing and inspection personnel, approves payment requests, coordinates equipment training, and provides input to planning, scheduling, and engineering functions.
