Responsibilities

  • Perform routine surveillance, inspection, and monitoring of NDE and welding activities on construction sites and contractors’ workshops.
  • Ensure implementation of all requirements of relevant codes, standards, welding specifications, and method statements.
  • Verify that products, consumables, and materials comply with established standards and specifications.
  • Ensure personnel involved in welding and NDE activities are duly skilled and qualified per applicable codes and regulations.
  • Confirm all utilized equipment and consumables are approved, certified, and in good maintenance condition.
  • Follow and assist contractors in issuing, qualifying, and implementing NDE and welding procedures according to approved technical documents.
  • Ensure the inspection and test plan for each activity is fulfilled, including timely completion of "hold points."
  • Systematically inspect contractors' workshops and construction sites, reporting and advising on HSE concerns, particularly for NDE and welding activities.
  • Advise contractors to implement HSE in full compliance with company HSE policy.

Additionally, Plant Construction Mechanical/Piping Supervisors must:

  • Coordinate and supervise NDE and welding inspectors during peak workloads, including shutdowns and emergency activities.
  • Prepare and conduct training for company NDE and welding inspectors, as well as contractors’ welders and inspectors.
  • Provide continuous on-the-job training and mentoring for company personnel.
  • Inspect and assist contractors during welder qualification processes.
  • Review and comment on work packs, procedures, specifications, and other project technical documentation, including contractor documentation for NDE and welding.
  • Actively participate in maintaining and upgrading documentation to comply with codes, rules, and industry best practices.
  • Audit and inspect contractors' equipment, advising on maintenance and upgrades to ensure high-quality work.
  • Troubleshoot equipment breakdowns and advise on eliminating failures.
  • Demonstrate safety leadership and promote a positive safety culture, including regular engagement and coaching with the workforce.
  • Take personal responsibility for HSE, report and act on HSE issues, and enforce compliance with HSE rules and procedures.
  • Intervene in unsafe acts, conditions, or environmental pollution circumstances.
  • Support all HSE programs (e.g., HSE Cards, L3 Inspections) as directed.
  • Coordinate with the Project and Contractor Engineering Department on layouts, isometrics, and P&ID documents for use or updates on-site.
  • Follow up with contractors regarding consumables and equipment (e.g., welding rods, PWHT, welding machines, compressors).
  • Follow up on procedures, hydrotests, and leak tests.

Requirements

  • Knowledge of pipeline and piping construction per international codes, local rules, laws, and standards, including best industry practices for NDE and welding.
  • Familiarity with project specifications and procedures (including contractors') for materials, construction, and NDE/welding inspection.
  • Understanding of general procedures and practices for NDE and welding performance during construction and personnel qualification.
  • Thorough understanding and ability to interpret local and international codes (e.g., ASME, API, NACE, GOST, SNiP).
  • Experience with inspection and repair of in-service piping and vessels per API 510 & 570.
  • Inspection skills and experience in equipment fabrication, repair, and NDE techniques.
  • Supervisory and coordination skills.
  • Ability to train employees.
