Construction Specialist

We are seeking an energetic professional who enjoys working outdoors and values the freedom of working independently for a field position focused on environmental compliance in relation to land clearing and linear construction projects.

Responsibilities

• Regulatory Compliance
  • Provide Environmental Compliance and construction oversight on transmission Site Development and Linear Transmission Line construction projects for Duke Energy.
  • Provide Environmental Oversight and compliance/inspections associated with Transmission Capital Projects, the National Pollutant Discharge Elimination System (NPDES), and Storm Water Pollution Prevention Plan (SWPPP).
  • Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control, and soil disturbance.
  • Ensure that all field operations comply with permits, including road use permits, natural resource protection act permits, and Corp of Engineers permits.
  • Document pre- and post-work field conditions to ensure sites comply with permits and environmental regulations, identifying any conditions requiring mitigation or restoration.
• Field Operations
  • Perform all required erosion and sediment, stormwater management, and pollution prevention inspections for applicable construction projects.
  • Interpret complex plans and drawings.
  • Perform duties in a manner that promotes and maintains good public relations.
• Crew Oversight
  • Attend pre-construction meetings, constructability meetings, and status meetings as directed.
  • Manage and oversee site development crews.
  • Provide oversight for sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan.
  • Ensure wetlands and sensitive areas are identified and crews are aware of them prior to entering such areas.
• Stakeholder & Public Relations
  • Monitor and report to Project Management on the status of construction units, estimated and actuals billed to date.
  • Communicate daily with the utility client, contractors, landowners, and the public.
• Subject Matter Expert Consulting
  • Assist in developing recommendations on future Right-of-Way (R-O-W) maintenance requirements.
• Additional Responsibilities
  • Drive a company vehicle safely to work locations.
  • Assume other duties and responsibilities as assigned.

Requirements

• Associate or bachelor’s degree in environmental science, Construction Management, Building Science, or a related field.
• 1-5 years’ experience in Site Development work, permitting, or utility construction.
• Solid understanding of the National Pollutant Discharge Elimination System (NPDES) Construction General Permit (CGP) and Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections.
• Certifications:
  • Florida: Successfully completed the Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI) certification for the Florida Department of Environmental Protection (FDEP).
  • Carolinas: Successfully completed a Stormwater, Erosion Control Inspector Training Program, CESSWI (Certified Erosion and Sediment/Stormwater Inspector), Certified Erosion Prevention & Sediment Control Inspector (CEPSCI), or a similar competency program for North Carolina/South Carolina.
  • Midwest (Indiana): Successfully completed a Stormwater, Erosion Control Inspector Training Program, CESSWI, or a similar competency program.
• Desire to work outdoors in various weather conditions and terrain.
• Strong public relation skills and ability to interface with the public.
• Willingness to work alone.
• Basic computer skills.
• Valid driver's license.

Preferred Qualifications

• Substantial background in Electric Transmission Construction, Pipeline, or Utility fields.
• Stormwater Pollution Prevention Plan (SWPPP) book knowledge.
• CESSWI (Certified Erosion and Sediment/Stormwater Inspector) certification.
• Previous construction crew oversight experience.
• GIS Experience.
• Strong knowledge of ANSI Z133 safety standards.
• Military background is a plus.
• Bilingual (English and Spanish) is a plus.

Working Environment

Work with a team and alone; primarily in an outdoor field environment and/or low light conditions. Responsibilities include foot patrol of energy corridors near power lines and/or pipelines in remote, urban, or city environments. Physical demands and travel include:

• Walking/hiking on various surfaces (flat, dry, wet, slippery, rocky, sandy, uneven, rough, unstable, steep terrain, hills, slopes, dense vegetation).
• Exposure to noise, dust, grease, smoke, and all types of weather extremes (snow, ice, fog, humidity, high/low temperatures).
• Exposure to hazardous traffic conditions, domestic/wild animals, insects, and poisonous plants.
• Occasional work in a vehicle or limited time in an indoor office.

Physical Requirements

• Sufficient physical ability and mobility to work in a field environment.
• Walk up to 10 miles per day, stand, sit, and operate a motor vehicle for prolonged periods.
• Frequently stoop, bend, kneel, crouch, run, crawl, climb, reach, twist, grasp, and make repetitive hand, arm, and shoulder movements (e.g., forcefully beat down brush).
• Carry, push, and/or pull light to heavy amounts of weight; frequently lift up to 10 lbs. and occasionally lift up to 60 lbs. (e.g., sandbags).
• Operate assigned equipment and vehicles.
• Verbally communicate to exchange information with the public.
• See and hear within normal range with or without correction.
• Operate field equipment, including handheld computers, range finders, fyrakes, water backpacks, shovels, and traffic cones.
