About the role

The Construction Project Manager, Senior is responsible for executing all phases of multi-faceted construction, maintenance, or rehabilitation projects for Fulton County infrastructure and facilities from inception to completion. This role requires a high level of project management skills and is typically assigned larger, more complex projects with significant public relations and public perception considerations.

Responsibilities

  • Leads and mentors professional and paraprofessional engineering staff.
  • Supervises the work of technical and administrative staff.
  • Mentors include all project management tasks and processes.
  • Provides expert technical advice, information, and consultation to consultants, contractors, engineers, other City officials, and the public.
  • Affords significant input in the formulation of City policies pertaining to area of expertise.
  • Assists the program manager with planning, implementation, and administration of the division and program projects.
  • Develops and maintains a list of potential infrastructure improvement projects for the program or division.
  • Analyzes and prioritizes projects for maximum impact and return on investments.
  • Provides extensive public relations and serves as the project liaison to the public, property owners, media, other government agencies, and other City departments/officials.
  • Represents the project internally for all City concerns.
  • Manages the administrative aspects of the project, including negotiating and monitoring budget and expenditures, updating project schedules, processing purchase order requisitions, work orders, and invoices, reviewing project progress reports, coordinating acquisition and/or maintenance of required permitting, scheduling inspections, ensuring compliance with all regulatory requirements, facilitating adherence to all reporting and documentation requirements, and evaluating and monitoring progress against performance and quality measurements.
  • Supervises and provides direction and assistance to consultants, contractors, and work crews.
  • Coordinates and participates in the programming phase of the project, identifying user needs and requirements, soliciting input and feedback, developing cost projections, engineering specifications, project budgets, and schedules, and facilitating approval of project and final design.
  • Captures and coordinates the bidding and contracting process for various project components.
  • Manages projects during the design and/or construction phases, attending regular project progress meetings, working with consultants, contractors, and work crews to resolve problems and initiate appropriate solutions, assisting with field decisions, approving change orders as appropriate, preparing, reviewing, and processing change orders for changes to contracted scope of work, monitoring adherence to project schedules, inspecting quality of construction work and materials, coordinating final inspections with contractors and engineers, and facilitating project acceptance with other City departments or government agencies.
  • Prepares, coordinates, and/or reviews construction and engineering plans, designs, and specifications.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, or a related field; supplemented by five years of progressively responsible experience in civil engineering or construction management; and a minimum of two years supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid Georgia driver's license.
  • Must demonstrate considerable knowledge in construction and project management related to civil engineering and public infrastructure.
  • Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
