Construction Project Manager – New Airport Traffic Control Tower
About the role
The successful candidate will lead a team of five individuals responsible for overseeing the construction of a new air traffic control tower (ATCT) at Tampa International Airport in Tampa, Florida. The project is scheduled to start in late 2026 and be completed in mid-2029.
Responsibilities
- Supports the Airport’s design management team with technical advice and oversees a third-party design review process of the design builder’s milestone design submittals.
- Reconciles milestone cost estimates prepared by the design-builder and the independent cost estimator.
- Works with the Airport’s general consultant to prepare the design for the project’s enabling works.
- Negotiates pricing for the enabling works construction, the design of the ATCT, and the guaranteed maximum (GMP) for the construction of the ATCT.
- Leads the construction management responsibilities for the enabling works with a focus on coordination of construction work with ongoing airport operations and the protection of existing utilities.
- Works closely with the selected ATCT design-builder and PMCM scheduling manager on the development of a baseline schedule that coordinates the tower construction with ongoing Airside D construction including the installation and commissioning of a shuttle car connection to the Main Terminal.
- Leads the construction management responsibilities for the construction of the new ATCT including implementation of a quality assurance program and reviews of implementation plans and schedules prepared by the design-builder.
- Makes sure that contractor submittals and requests for information are monitored and reviewed.
- Reviews and evaluates proposed changes claims submitted by the contractors.
- Prepares weekly and monthly progress reports and briefs senior Airport representatives.
- Assesses construction progress, reviews monthly payment requests, and recommends changes and approvals.
- Coordinates construction activities with the FAA and third party utility providers.
- Tracks schedule updates from the design builder and discusses any needed schedule mitigation actions.
- Maintains oversight of the design-builder’s use of contingency and allowance funds and conducts monthly risk assessments.
- Supports the processing of change requests with technical, commercial, and schedule reviews of the subcontractor’s request and designer’s direction.
- Attends weekly progress meetings and special sessions to discuss specific project issues.
- Provides subject matter expertise (SMH).
- Participates in problem solving and value engineering exchanges.
- Monitors daily reports and monitors needed corrective actions to meet design and quality requirements.
- Supports the Airport’s construction safety program.
- Identifies upcoming Airport decisions and coordinates the analysis and information needed to support these decisions.
Qualifications
- Minimum of 10 years of experience working as a project manager and/or construction manager on the design and/or construction of airport facilities.
- Previous experience working on an air traffic control tower project is highly desirable.
- Demonstrated ability to successfully manage a team of people responsible for delivering a project/program having cost, quality, schedule, and safety performance requirements.
- Demonstrated ability to set priorities, solve problems, react to changed conditions, and mitigate conflicts.
- Positive attitude, the ability to sort through conflicting priorities, balance construction progress with safety and Airport operational issues, and the ability to clearly communicate with a wide number of stakeholders.
- Previous experience managing a construction project under a very tight time schedule is desirable.
- Work at Tampa Airport 5 days a week.

Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
