Responsibilities
- Provide project leadership and develop and manage teams.
- Maintain successful relationships with customers, owners, engineers, service suppliers, and vendors.
- Develop and review proposals and estimates.
- Administer contracts, including billing and change order negotiation.
- Manage job cost administration and forecasting for internal and external stakeholders.
- Steward processes to support high productivity performance and reporting.
- Set Work Breakdown Structure (WBS) to support schedule development, updating, and reporting.
- Develop and administer project planning and work packaging following Advanced Work Packaging (AWP) principles.
- Develop a site logistics plan, including material management and warehousing.
- Develop and execute project-specific processes for construction equipment management.
- Mentor and provide timely, constructive feedback to subordinates, including participation in annual reviews.
Contract Administration
- Read the prime contract and ensure all reporting obligations and deliverables are identified and met.
- Hold customers, subcontractors, and vendors accountable to the performance of agreements.
- Set up and manage the document control system, including drawings, specifications, submittals, RFIs, and correspondence.
- Coordinate with IT to establish project UFS folders and access rights.
- Develop a detailed scope of work for subcontracts, including technical and contractual requirements for schedule and cost performance.
- Perform detailed reviews of subcontractor bids and issue agreements after negotiations.
- Ensure subcontractors have required bonds and insurance policies before work begins.
- Engage the Risk Management Department for non-pre-approved revisions to boilerplate agreements.
- Review and evaluate subcontractor pay applications, confirm coding, approve invoices, and sign pay requests.
- Ensure all subcontractor closeout documentation, including lien waivers, is submitted and punch list items are resolved before final retainage release.
- Review pay requests to ensure accurate and timely billing; correct delays in payment.
- Ensure change order pricing includes all related cost and schedule impacts and aligns with prime contract terms.
- Submit and negotiate proposed changes, ensuring written customer approvals before construction begins.
- Provide preconstruction services, such as defining Path of Construction (POC) and aligning WBS between engineering and construction.
- Administer tasks associated with financial completion, including vendor closeout and collection of final monies due.
Cost and Productivity Management
- Maintain project profit/loss accountability, including support of proper project controls methodologies.
- Establish a project work planning process aligned with AWP best practices and review Installation Work Packages (IWP).
- Align the project team on processes for daily time and quantity reporting.
- Review productivity and labor cost reports regularly with the project team.
- Develop innovative methods to increase efficiency, productivity, and profitability.
- Monitor budget development to ensure alignment with project WBS and Cost Breakdown Structure (CBS).
- Establish and maintain job cost reporting in CMiC according to company policy.
- Prepare and present monthly Job Status Reports for management review.
- Investigate and remedy cost variances outside established norms.
- Manage the change order process for comprehensive evaluation, submission, and execution.
Scheduling
- Ensure the project is completed on or before contract requirements.
- Schedule and coordinate all resources needed to meet project requirements.
- Fully develop the project schedule by establishing the project WBS.
- Set up and align the project team on processes for schedule updates and progress reporting (earned manhours vs. % complete).
- Establish and participate in schedule development, updating sequence, duration, and scope of IWPs.
- Submit schedule updates as required by contract documents.
Quality
- Ensure the project is completed to all applicable quality requirements.
- Review and approve the project quality plan.
- Ensure timely approval of all quality submittals to support the project schedule.
- Verify vendors and suppliers meet Austin and customer quality requirements before issuing POs or subcontracts.
- Ensure timely inspection of work in progress to confirm compliance with plans and specifications.
- Maintain high standards of quality throughout the project with the superintendent.
- Maintain accurate documentation of inspections and quality reviews, including follow-up for non-compliant work.
Relationships
- Provide leadership to the project team to promote safety, quality, teamwork, respect, and efficiency.
- Develop and maintain trust with customers, owners, and engineers.
- Foster effective working relationships with subcontractors and suppliers.
Safety and Environmental
- Lead the project team to achieve company objectives for safety performance.
- Instill a culture of a safe work environment throughout the project.
- Assist in the development, review, and approval of the project safety plan.
- Perform CARE audits and observations, ensuring correction of hazardous conditions.
- Ensure all environmental obligations required by the contract and regulatory agencies are fulfilled.
Qualifications
- Four-year degree in a technical discipline.
- PMP certified or able to achieve certification within one year.
- Demonstrated collegiate-level computer skills, mathematics, communication skills, and technical writing.
- Understanding of engineering or construction principles.
- Ability to read and interpret project drawings and specifications.
- Ability to forecast cost for self-performed work and determine labor and equipment resources.
- Ensure compliance with all applicable federal, state, and municipal laws, ordinances, and building codes.
- Management competency in Lump Sum, Unit Price, and Time & Material projects.
- Contribute to project pursuit efforts and effectively present to groups or in interviews.
