Job Description

Client is looking for serving as a Construction/Project Manager, delivering field construction management services, and contract surveillance for the Asheville VA Medical Center.

Required Qualification

  • Minimum of 7 years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities
  • Professional experience should include strong knowledge of construction documents, as well as superior management and communication skills
  • Field inspections to determine acceptability of workmanship and compliance with plans
  • Working knowledge of reporting tools and software for the purpose of presenting information in Microsoft tools such as excel, word, plans and design documents

Required Education

  • The Construction/Project Manager(s) shall have at minimum the following:
  • Bachelor's Degree in Construction Management, Engineering or Architecture from an accredited University
  • Educational requirement may be substituted by 10 years of directly related experience
  • OSHA 30 Certification
  • Valid driver’s license

Preferred Qualifications

  • Assists the VA Facility Management Staff with the overall management of the construction contract
  • Performs/documents quality assurance inspections to ensure the construction contractor meets the plans and specifications requirements of the contract
  • Attends and participates in meetings and reviews
  • Engages in Activity Hazard Analysis discussions and decisions
  • Reviews submittals and RFIs to ensure compliance with the project plans and specifications
  • Reviews as-built drawings, conducts labor standard interviews, ensures compliance with OSHA regulations, and performs inspections of specific processes
  • Prepare daily reports, provides recommendations for work acceptance, and ensure work is in accordance with plans and specifications
  • Other Skills and Knowledge:
  • The Construction/Project Manager must be able to:
  • Perform and document construction inspections
  • Ensure compliance with agreed schedule, plans, safety regulations, and other contract documents
  • Inspect materials for contract compliance and work with contractors to correct deficiencies
  • Deliver surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation and construction methods to government personnel
  • Verify contractor payroll accuracy and inspect installed property inventories
  • Attend safety meetings, maintain organized files and updated plans, and conduct detailed final inspections
  • Prepare and monitor timeliness of correspondence and respond to RFIs and contract discussions
  • Maintain Government-provided equipment in good condition
  • Review Quality Control Reports
  • Familiarity with 29 CFR 1926 OSHA Construction Industry Regulations
  • Monitor deficiency tracking procedures and report findings in daily logs
  • Track and maintain submittals and RFIs for review and approval
  • Occasionally attend offsite inspections for fabricated items to ensure contract compliance before shipment
  • Familiarity with all engineering disciplines for hospital construction
  • Strong verbal communication skills to brief owner during project update briefings
  • Strong organizational skills to track projects, prepare meeting minutes, and meet required deadlines
  • Must be familiar with one or more construction management, editing, reviewing software such as Procore, Bluebeam, AutoCAD, others…

Other Skills and Knowledge

  • All work will be completed during normal business with occasional night, holiday, and weekend required
  • Must be able to communicate fluently in English
  • Must be familiar with and able to use the Microsoft Suite of Services, including Teams, Word, Outlook, SharePoint, and basic Excel skills
  • Must be able to work in all weather conditions, wear appropriate Personal Protective Equipment, walk long distances on rough and uneven surfaces, stand for long periods, lift construction materials to access inspections, climb ladders and scaffolding, and navigate typical civil construction site obstacles
