Construction Project Manager

About the role
Facilities Management & Construction (FMC) manages, operates, and maintains 56 City-owned buildings throughout the five boroughs, working to provide clean, safe, and energy-efficient space for the tenants in these public buildings. FMC is dedicated to both the daily maintenance of the public buildings and long-term renovation and rehabilitation projects, managed by a dedicated staff of architects, engineers, and other professional technical experts. FMC also oversees the daily operations of all elevators across the DCAS public buildings portfolio.
Responsibilities
- Coordinate with unit in-house technical staff on design details before and during construction.
- Manage construction projects and coordinate with in-house staff, consultants, and client agencies.
- Review field conditions and prepare sketches for omitted conditions on design drawings.
- Review construction/consultants reports to determine payment progress.
- Conduct field inspections for a fair and reasonable standard of proposed negotiations, based on field conditions.
- Develop change order negotiations based on technical bulletins, drawings, and sketches; review the validity of extra work costs and credits.
- Review all change orders submitted for DCAS in-house projects for validity and cost; prepare for submission to Engineering Audit.
- Review and analyze construction requisitions based on work progress conformance to plans and specification reports; determine final payment amounts.
- Prepare project estimates based on building needs (Capital/Expense New Needs) as proposed by in-house staff.
- Review construction project estimates for DCAS facilities submitted by other agencies and consultants/contractors for accuracy and completeness.
- Review contract documents comprised of drawings and specifications to attain estimates of value(s).
- Assist in-house staff in pricing and forecasting cost trends and factors.

Requirements
- A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects with a total cost of at least $300,000 for each of the five years of required experience.
- One year of the experience described above and a baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management.
- One year of the experience described above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States.
- A four-year high school diploma or its educational equivalent and a combination of at least two years of the experience described above and the education described above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program may substitute for experience on the basis of 30 semester credits for one year of satisfactory full-time experience, up to a maximum of three years.
Candidates must specify for each construction project they worked on: a description of the project, the time period worked, the type of work performed, and the money allotted for the project.
At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York, which must be maintained for the duration of employment. If you have moving violations, license suspension, or an accident record, you may be disqualified.
Preferred Skills
- Professional Certification (e.g., OSHA Standards – minimum 30 hours, 4-Hour Scaffolding).
- Strong analytical background.
- Advanced proficiency in Microsoft Office – Excel, Access, and Projects.
- Strong organizational, writing, and communication skills.
- Project management experience.
- Ability to work under limited supervision and handle multiple assignments with limited time constraints.
- Demonstrates personal initiative, responsibility, leadership, and flexibility.
- Able to respond rapidly and accurately to requests and work in a high-pressure, time-sensitive environment.
- Landscaping knowledge.

Pay
$78,740.00 – $90,551.00
