Responsibilities
- Identifies and catalogues capital needs, identifies needed repairs, and recommends plans.
- Develops project scope, budget, schedules, and deliverables.
- Captures and coordinates pre-construction activities including feasibility studies, environmental reviews, and resident impact planning.
- Leads procurement of architects, engineers, and contractors in compliance with HUD and BWCHA policies.
- Prepares and coordinates construction contracts, bid forms, bid specifications, pre-construction conference materials, bid opening support, and program reporting.
- Identifies and prepares applications for public funding, including project scopes, budgets, schedules, and required technical documents.
Requirements
- Extensive construction and development experience.
- Sound judgment in both office and field settings.
- The ability to work independently as well as collaboratively.
- Experience planning, developing, and managing projects ranging from small improvements to large rehabilitation or construction efforts.
- Experience overseeing project budgets and schedules, ensuring compliance with contract terms.
- Supporting the overall efforts of the Development Department.
Qualifications
- Bachelor's degree in Construction Management, Architecture, Engineering, or related field.
- Minimum 5 years of relevant experience in construction project management.
- Knowledge of HUD and LIHTC requirements, local and state regulations.
- Strong communication and interpersonal skills.
- Ability to manage multiple projects simultaneously.
- Proficiency in Microsoft Office Suite.
