Construction Manager II

About the role

Supports the Construction Management (CM) and Inspection teams within Public Works' Project Management Division III to strengthen construction management practices, consistency, and staff development across multiple sections.

Responsibilities

• Leads structured onboarding sessions for newly assigned Construction Managers and Inspectors, ensuring consistent understanding of Division requirements and how they apply to construction delivery
• Identifies training gaps and recommends improvements to onboarding, technical training, and professional development programs
• Provides mentoring and guidance to County staff and consultant personnel to promote consistency in construction management best practices
• Supports management and supervisors with staff alignment, including project and inspector assignments, program staffing coordination, and interpretation of portfolio and performance reports
• Assesses current construction management workflows, procedures, and business practices across all infrastructure construction management sections, identifying gaps and inefficiencies
• Develops recommendations for standardized procedures, guidance documents, checklists, templates, and best practices
• Evaluates coordination between County staff, consultants, project sponsors, and stakeholders to improve project execution
• Leads recurring construction portfolio reviews with Unit Heads and Project Controls, covering schedule performance, budget status, change management, risk items, and upcoming milestones
• Prepares summary reports, dashboards, and briefing materials for Section Head and Division-level reviews
• Performs focused data checks and analyses ahead of key meetings (Board of Supervisors, Metro, Caltrans, strategic delivery partners, and sponsor report-outs), prioritizing high-risk or strategically significant projects
• Identifies recurring trends, lessons learned, and continuous improvement opportunities
• Serves as an independent, objective resource on construction management best practices and operational effectiveness
• Facilitates communication and resolution of procedural issues between project teams and management
• Performs special assignments, operational reviews, and targeted analyses as requested by Section Heads
• Facilitates clarification of roles, responsibilities, and handoff processes with sponsor divisions, including transitions between Project Managers and CM & Inspection staff at construction start and closeout

Requirements

• Minimum of five (5) years of construction management experience managing horizontal infrastructure projects
• Licensed professional or Certified Construction Manager (CCM) credential
• Demonstrated experience in horizontal public works construction, including Greenbook and Caltrans construction practices, construction administration, inspection, and contract management
• Experience with public agency project delivery

Qualifications

• Bachelor's degree in Architecture, Civil Engineering, Construction Management, or a related field required
• Effective oral and written communication skills, with a strong ability to facilitate project team and client meetings
• Ability to independently complete assignments and develop and maintain logs
• Ability to interpret contract plans and specifications, including other agency permits
• Ability to effectively monitor and coordinate project activities with various project stakeholders
• Ability to adapt and respond effectively to project issues and challenges
• Working knowledge of Greenbook or Caltrans specifications

Pay

$152,000 - $162,000 annually

Schedule

Full-time and primarily in-office; a hybrid schedule may be acceptable
