About the role
This position oversees the capital improvement inspection program in the Public Works Department, ensuring projects meet City specifications and quality expectations.
Responsibilities
- Plans, manages, and oversees the daily functions, operations, and activities of the capital improvement inspection program.
- Develops and standardizes procedures to improve efficiency and effectiveness of assigned programs.
- Monitors task and change order costs to project budgets.
- Selects, supervises, trains, and evaluates assigned personnel.
- Manages the work of multiple contractors and staff while prioritizing City requirements.
- Prepares clear and concise reports, correspondence, policies, procedures, and other written materials.
- Researches, analyzes, and evaluates new service delivery methods, procedures, and techniques.
- Identifies project issues, evaluates alternatives, and makes sound recommendations.
- Effectively represents the program and the City in meetings with governmental agencies, community groups, and various businesses.
Requirements
- Education: Equivalent to a Bachelor’s degree with major coursework in engineering, construction management, or a related field.
- Experience: Eight (8) years of increasingly responsible construction management inspection experience, of which three (3) years should be in a management or supervisory capacity.
Qualifications
- Knowledge: Administrative principles and practices, principles and practices of budget monitoring, principles and practices of employee supervision, organization and management practices, methods and techniques of conducting and documenting comprehensive construction inspections, principles and practices of project management, construction materials and materials testing techniques, principles and practices of quantity surveys, materials take off and construction estimating, principles of construction contract administration in a public agency setting, mathematical principles and theories, construction storm water prevention plans best practices, recent and ongoing developments, current literature, and sources of information related to construction management, city and mandated safety rules, regulations, and protocols, techniques for providing a high level of customer service by effectively interacting with the public, vendors, contractors, and City staff, modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
- Ability: Plan, organize, oversee, and manage the staff and operations of the capital improvement inspection program, develop and implement goals, objectives, practices, policies, procedures, and work standards, understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, standards relevant to work performed, evaluate and develop improvements in operations, procedures, policies, or methods, read and interpret engineering plans and construction specifications, monitor contract progress and recommend approval of progress payments, develop and monitor critical path schedules, assist and provide input into the request for proposal and contractor selection process, manage the work of multiple contractors and staff while prioritizing City requirements, prepare clear and concise reports, correspondence, policies, procedures, and other written materials, research, analyze, and evaluate new service delivery methods, procedures, and techniques, analyze, interpret, summarize, and present technical information and data in an effective manner, identify project issues, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports, effectively represent the program and the City in meetings with governmental agencies, community groups, and various businesses, establish, maintain, and foster positive and effective working relationships with those contacted in the course of work, use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines, independently organize work, set priorities, meet critical deadlines, and follow-up on assignments, effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks, communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
