This position is for a contract the Company is pursuing and will be available upon successful contract award. The anticipated start date is September 2026.

About the role

This on-site position at Dyess Air Force Base near Abilene, TX supports Engineering and Engineering Technician services required to develop, plan, program, and execute facilities, sustainment, restoration, and modernization (FSRM) projects. The Construction Manager will perform administrative services for unscheduled work, sustainment (preventive maintenance), corrective maintenance, and enhancement work, including minor repairs, building automation/controls, and material requisitioning. The role also involves quality assurance/quality control (QA/QC) and correspondence to meet work statement requirements.

Responsibilities

  • Perform inspection and surveillance of difficult and complex construction projects.
  • Ensure contractor compliance with approved plans and specifications for various construction contracts.
  • Inspect major segments of difficult and complex projects, including materials, installation, and testing of electrical, mechanical, and/or hydraulic structures and systems.
  • Coordinate with contractor representatives on work scheduling, interpretation of plans and specifications, selection of work methods, and acceptability of materials and workmanship to ensure compliance with contract requirements.
  • Independently make correct determinations when faced with unique and unusual problems.
  • Resolve conflicts with contractors involving interpretation of plans and specifications.
  • Direct discontinuance of portions of work projects and refer recommendations to higher-level personnel for decisions.
  • Approve changes to plans that do not alter basic design or involve additional cost to the government.
  • Investigate and report on controversial situations that may lead to formal claims by the contractor, such as contract changes, labor strikes, or unfavorable weather.
  • Coordinate with the contracting officer to correct contract deficiencies, unacceptable material, or work performed to ensure compliance with contract requirements.
  • Recommend approval/disapproval of contractor submittals and progress schedules.
  • Monitor and evaluate contract progress schedules, noting work progress, delays, or other issues that could interfere with construction.
  • Review contractor’s cost breakdowns, progress measurement data, reports of material and equipment used, and field inspection and survey reports to compute periodic payments.

Requirements

  • 8+ years of experience related to construction observation, inspection, and oversight of complex federal construction projects.
  • Extensive knowledge of Building Code requirements related to equipment troubleshooting, diagnostics, and evaluation.
  • Ability to read, understand, and interpret construction documents and technical specifications.
  • Proficient technical experience with Microsoft Word, Access, Excel, Outlook, and PowerPoint.
  • Must have or be able to obtain and maintain a valid driver’s license to navigate Dyess AFB.

Preferred Qualifications

  • Associate or bachelor’s degree in an engineering-related field such as building systems maintenance, construction management, civil engineering, mechanical engineering, or electrical engineering.
  • APMP or PMP certification.

Working Environment

This position primarily operates in a professional office setting with standard office equipment in a quiet, climate-controlled environment. Periodic travel to project sites, including active construction locations, is required. During site visits, exposure to non-temperature-controlled environments, construction noise, dust, and other typical job site conditions may occur. Appropriate personal protective equipment (PPE) will be required. Atypical hours may be necessary based on client or role demands.

Physical Demands

  • Sitting/Standing: Not a sedentary role; requires being on your feet for most of the day while moving around construction sites.
  • Walking: Ability to move about outside in various geographic and building terrains to access construction sites.
  • Stooping/Kneeling/Crouching/Crawling: Requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction, including foundations, crawlspaces, and roofs.
  • Using Hands/Fingers: Constant operation of technological office equipment such as laptops, mice, keyboards, monitors, telephones, scanners, copiers, and fax machines.
  • Talking/Hearing: Requires constant communication to exchange information, review details, and make decisions.
  • Seeing: Ability to distinguish all aspects of construction for quality control.
  • Carrying/Lifting: Ability to lift up to 30 lbs to transport office equipment, safety gear, and other construction-related items.

Pay

The pay range for this role is $130,000 - $165,000 USD per year (Abilene, TX).
