Construction Manager/Administrator

Pay Range: $100-120k/year

About the Role
Support the construction program upgrades for the North Texas Veterans Healthcare System (NTXVHCS), including Dallas VAMC, Bonham VAMC, Garland VAMC, and Community Based Outpatient Care (CBOC) facilities. The CM-Construction Administrator (CM-CA) will provide construction management support from pre-design through construction, primarily for Design-Bid-Build and Design-Build projects, expanding VA’s internal contract management oversight capabilities. This role involves professional and technical consultative assistance related to operations, renovation, and new construction programs, including project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of design and construction projects.
Responsibilities
- Pre-Design/Design Phase
- Scheduling: Development of project schedule to effectively plan for and report on the status of the project.
- Planning: Coordination with initial planning efforts; site studies; market analysis; site investigations; site surveys; preparation of budgets and cost estimates; preparation of preliminary schedules; cost modeling and analysis; and cost control management.
- Value Engineering Services: Conducting/participating in value engineering workshops and analysis of value engineering proposals.
- Market Analysis: Conducting market analysis based on the size and scope of the project and providing findings of market conditions.
- Constructability and Phasing Review: Preparing a study with facility staff and project management to analyze the constructability of the proposed project in terms of impacts to facility operations.
- Construction Period Phase
- Monitoring Project Financial Data and Budgetary Cost Accounting: Monitoring and reviewing budgetary cost accounting; administration of construction contract change orders; maintaining spreadsheets indicating project funds allowances, obligations, payments, balances, planned expenditures; assisting in the documentation of construction contract change orders (preparing cost estimates, reviewing cost proposals, preparing change order packages for the Contracting Officer).
- Construction Phase Scheduling: Preparing and maintaining daily diaries for project activities; maintaining a current project schedule; coordinating with the general contractor; comparing project progress against schedules; addressing schedule slippages and making recommendations for adjustments.
- Progress Meetings: Conducting or attending weekly or bi-weekly project meetings to review and monitor projects and project schedules; reviewing construction contractor payment requirements (including preparation of necessary forms for payment processing by VA).
- Assisting in Issue Resolution: Keeping thorough records of occurrences, contracts, and other construction-related matters to assist the VA in conflict resolution; conducting and documenting regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues.
- Testing and Inspection Services: Monitoring the services of an independent testing agency/laboratory to perform project-specific quality control testing and inspection services (e.g., soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, elevator installations).
- Commissioning: Providing professional and technical expertise for start-up, calibration, and/or certification of a facility or operating systems; start-up planning; forecasting start-up duration; estimating start-up costs; determining start-up objectives; organizing start-up teams; testing building system components; conducting performance tests; obtaining O&M material; conducting, scheduling, and/or supervising O&M training.
- Performing Additional Construction-Related Services: Maintaining marked-up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction; identifying non-conforming work and notifying the VA and general contractor; compiling lists of defects and omissions; assisting in relocation efforts; submittal review; request for information review and responses; daily logs of activity; coordination of owner-supplied equipment; operational and maintenance data; closeout submittals.
Requirements
- Minimum of 3 years of construction-related experience.
- Degree in a related technical field preferred.
- Working knowledge of construction practices and the ability to assist in implementing project plans, including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
- Familiarity with site operations of general and sub-contractors and the process of managing building construction operations.
- Experience in monitoring construction for Quality Assurance and preparing, analyzing, and identifying incongruities and deficiencies in contractors’ work relative to construction documents.
- Understanding of baseline schedules and assisting in determining the value of acceptable work in place.
- Strong communication, language, and software skills, with the ability to utilize a variety of software programs to monitor, update, and produce work products.
Preferred Qualifications
- Experience as a Construction Manager (CMa) managing VA projects.
- Experience as a Construction Manager (CMa) managing medical projects.
