Project Details

Client: Veteran Affairs. Project Name: Electronic Health Record Modernization (EHRM) infrastructure upgrades, Philadelphia, PA (VHA PCAC). Project duration: 3 years. Anticipated start date: November/December 2026. Scope of Work: The contract expands the VA’s capabilities for contract management oversight of projects and project support services, supporting EHRM infrastructure upgrades across the Corporal Michael J. Crescenz Veterans Affairs Medical Center (CMC VAMC) located at 3900 Woodland Avenue, Philadelphia, PA 19104.

Responsibilities

• Provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM.
• Assist the Contracting Officer and Contracting Officer’s Representative in project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
• Monitor construction for quality assurance, prepare and analyze discrepancies and deficiencies in contractor work relative to construction documents, and understand baseline schedules to assess acceptable work value.
• Conduct or attend weekly/bi‑weekly progress meetings to review project status, schedules, and resolve issues.
• Review construction contractor payment requirements and prepare necessary forms for VA payment processing.
• Maintain thorough records of occurrences, contracts, and other construction‑related matters to assist in conflict resolution.
• Monitor independent testing agency/laboratory services for quality control testing and inspection of soils, concrete, precast connections, steel, decking, fireproofing, roofing, curtain walls/glazing, and elevator installations.
• Maintain marked‑up sets of project plans and specifications for future as‑built drawings.
• Perform routine inspections, identify non‑conforming work, notify VA and general contractor, and compile defect and omission lists for correction.
• Monitor project financial data and budgetary cost accounting.
• Assist in relocation efforts and administer construction contract change orders (prepare cost estimates, review proposals).
• Review submittals, Requests for Information, and responses; maintain daily activity logs; coordinate owner‑supplied equipment; manage operational and maintenance data; and handle closeout submittals.

Required Qualifications

• Minimum three (3) years of construction field experience performing similar construction manager/administrator tasks.
• Technical degree in Construction Management, Engineering, or related field preferred (not required if applicable experience is demonstrated).
• Completion of a 3‑hour OSHA Safety Training Class within 60 days of Notice to Proceed.
• Working knowledge of construction practices, quality assurance, safety, time, cost, change, and information management.
• Familiarity with general‑contractor and sub‑contractor site operations and building construction management processes.
• Experience preparing, analyzing, and identifying incongruities and deficiencies in contractor work relative to construction documents.
• Ability to understand baseline schedules and determine value of acceptable work.
• Presentation of three projects of comparable scale and difficulty where the candidate held a similar position.
• Strong communication, language, and software skills; proficiency with construction‑related software for monitoring, updating, and producing work products and records.

Preferred Qualifications

• Experience as a Construction Manager/Administrator managing VA projects.
• Experience as a Construction Manager/Administrator managing medical facility projects.

Pay

Salary range: $80,000 – $100,000 per year, plus benefits.
