Construction Lead Planner (Oversight)
Job Summary
The Construction Lead Planner is responsible for developing and integrating the BSVII Construction program schedule across Contract packages and engineering, procurement, T&C, Ops disciplines. The Lead Planner supervises schedule development, maintenance, monitoring, and recovery plan development activities, supports project organizational and administrative activities. The Lead Planner establishes project milestones and supports development of scheduling standards and procedures.
Major Responsibilities
- Directs all program level schedule development and maintenance monitoring activities.
- Develops, interprets, and executes policy objectives and standards applicable to schedule maintenance and the monitoring of development functions.
- Oversees the implementation of milestone schedules, engineering / procurement / construction closeout monitoring including documentation and planned maintenance activities.
- Reviews the representation of project scope in schedules.
- Covers coordination and preparation of "what if" plan (sensitivity analysis) to mitigate cost overruns and/or schedule delays.
- Investigates opportunities to enhance schedule without affecting cost.
- Affirms the scheduling sequence for equipment procurement and all phases of construction, testing, and start up to achieve the schedule project completion.
- Prepares and maintains detailed project schedules to establish optimal contract interfaces and determine activity relationships to accurately plan project completion.
- Prepares and analyzes comparisons of scope and quantities between the projects.
- Analyzes and provides alternatives and expected outcomes to avoid potential project schedule delays and claims.
- Supports development of Contract and work packaging strategy, development of RFP schedules and analysis of contractor schedules.
- Manages the preparation of subject-specific schedules on an -as-required basis.
- Manages contract notice and reporting requirements.
- Directs schedule analysis/study and problem-solving activities.
- Develops and interprets guidelines applicable to the analysis function.
- Maintains required interfaces internal to the program including scope change control, risk and client reporting as necessary.
- Provides guidance to project management on overall schedule impacts and solutions.
Education And Experience Requirements
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
- Primavera P6 experience required.
Required Knowledge And Skills
- Experience representing the client and reviewing / integrating contractor schedules required.
- Preference given to experience managing large rail system projects.
- Expert analytical and computer and Primavera P6 skills required.
- Experience and demonstrated skill in directing, planning, and scheduling functions, including schedule development, control, and analysis, in the field and the home office.
- Experience and demonstrated skill in establishing criteria for project planning and scheduling activities.
- Skilled in oral and written communication, with a demonstrated ability to present planning and scheduling information to management and clients.
- Demonstrated skill in identifying, analyzing, and solving problems.
- Knowledgeable about current industry and technical developments.
- Reviews project work activities to ensure support of project milestones.
- Covers coordination and establishment of scoping requirements for the overall cost estimate by discipline or other specialty, and coordinates the timely, systematic, and complete acquisition of scope definition and related data.
- Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.
- Ability to use statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and ability to analyze measurement systems to identify bias, repeatability, and stability issues.
