About the role

The position inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications. Acts as consultant regarding work progress and problem resolution. May serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and complex projects within a district.

Responsibilities

  • Calculates payments due contractors for work completed.
  • Ensures contractors build roadways, bridges and related highway structures and airport improvements in accordance with plans and specifications.
  • Observes and inspects ongoing construction work.
  • Prepares monthly and final estimates.
  • Resolves differences in interpretation of plans and specifications.
  • Documents work progress and issues arising throughout scope of project.
  • Calculates payments due contractors for work completed.
  • Conducts project reviews and inspections with FHA or FAA inspectors and district/division project managers.
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems.
  • Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.
  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Interprets plans and specifications and negotiates with producers and suppliers to resolve differences.
  • Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards.
  • Ensures contractors build roadways, bridges and related highway structures and airport improvements in accordance with plans and specifications.
  • Ensures prompt notification and repair of any deterioration or damage that could be hazardous to the traveling public or more costly to repair if neglected.

    Requirements

    Education: High School Grad or Equivalent in general high school studies. Experience:

    • Construction Inspector I: NO experience required.
    • Construction Inspector II: 1 YEAR experience in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience.
    • Construction Inspector III: 2 YEARS experience in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience.
    • Construction Inspector IV: 3 YEARS experience in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience.
    Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

    Qualifications

    Competencies required for a Construction Inspector I-IV include:

    • Methods for reviewing plans and specifications for compliance with requirements
    • Applicable inspection methods, procedures and techniques
    • Applicable testing methods, processes and procedures
    • Reading and interpreting applicable plans, schematics, blueprints and maps
    Additional Competencies required for a Construction Inspector II or III include:
    • Construction engineering policies and procedures
    • The Texas Manual on Uniform Traffic Control Devices
    • Using computers and applicable programs, applications, and systems
    Additional competencies required for a Construction Inspector IV include:
    • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
    • Basic traffic management and control procedures
    • Occupational Safety and Health Administration rules and regulations
    • Persuasion and negotiation of critical issues
    • Scheduling work assignments
    • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
    • Performing calculations using algebra, trigonometry and geometry
    • Maintaining a safe and effective working relationship with others
    Physical Requirements and Working Conditions: Subject to environmental conditions; protection from weather but not temperature changes; talking-expressing or exchanging ideas by spoken words; subject to extreme cold and heat; below 32 and above 100 degrees for more than one hour; subject to noise and vibration; subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals; subject to wearing protective gear-respirator, hard hat, or other device; medium work: lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs; balancing-walking, standing, crouching on various surfaces without falling; crouching-bending body downward and forward by bending leg(s) and spine; reaching-extending hand(s) and arm(s) in any direction; standing-prolonged periods of time; walking-moving on foot to accomplish tasks: long distance/from one work site to another.
