Position Overview
The Construction Inspector (CI) position is a full-time, on-site role responsible for providing continuous inspection and surveillance of construction activities for the runway recapitalization project. The CI will act as an advisor to the Government, monitoring construction work to ensure it complies with contract requirements, documenting progress, and reporting any issues to the Contracting Officer and team.
Responsibilities and Duties
- Provide daily on-site inspection and surveillance of construction work to ensure compliance with contract documents
- Review, comment on, and sign daily construction reports; notify the Government of non-compliant work
- Attend pre-construction, progress, and other project meetings, and take meeting minutes as directed
- Review contract documents, schedules, and proposed changes, and provide recommendations on cost and schedule impacts
- Maintain detailed project records, including daily diaries, correspondence files, progress reports, and project documentation
- Prepare and submit weekly progress reports, including photographs documenting construction progress and issues
- Maintain safety practices, identify violations, and report serious or repeated issues to the Government
- Track construction progress and schedules, and review contractor updates for accuracy
- Auxiliary with inspections and project closeout, including punch lists and final acceptance verification
- Maintain construction photographs and as-built documentation, verifying accuracy throughout the project
- Report potential claims, disputes, or discrepancies in drawings and specifications to the Government team
Required Education, Skills, and Abilities
- Education/Certification: Minimum 10 years of construction experience as a Construction Inspector, contractor superintendent, or quality control manager, OR at least 5 years of construction experience, plus one of the following: 4-year Engineering degree or PE (Professional Engineer) license or PMP certification or QA/QC certification (earned within the last 10 years and current)
- Experience: At least 02 years of experience on Federal Government construction projects within the last 10 years, Experience as a Construction Inspector on a U.S. Coast Guard project within the last 10 years, Experience should demonstrate work on airfield-related or similar construction projects, including runways, taxiways, or turnaround areas, pavement and related systems
- Key Attributes & Skills: Strong knowledge of construction trades (e.g., civil, electrical) and building practices, Ability to read and interpret contract drawings, specifications, and schedules, Understanding of local and national building codes, Ability to perform daily inspections and ensure compliance with contract requirements, Skills to analyze construction changes, including cost and schedule impacts, Strong documentation and reporting skills, including maintaining diaries, logs, and weekly reports, Ability to track and manage project documentation (submittals, RFIs, schedules, reports), High level of attention to detail in inspections, reporting, and compliance tracking, Effective written and verbal communication skills with contractors and project teams, Ability to work independently with self-discipline and minimal supervision, Capability to document construction progress with photos and maintain records, Ability to identify issues, discrepancies, and potential claims/disputes, Basic computer and software skills (Word, PDF, digital image handling), Familiarity with construction management software, Ability to coordinate field activities (site access, deliveries, outages, logistics), Knowledge of safety monitoring and labor compliance requirements, Fluency in English and Spanish, Professional appearance and conduct at all times, Physical ability to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds, Willingness to encounter construction site conditions including noise, dust, heights, odors, enclosed spaces, unstable footing, steps, rough terrain, adverse weather conditions, ladders, and roofs
