ASR serves as an owner's representative on critical and high-profile projects providing construction management, engineering, inspection, project controls, and safety services for a variety of DoD and federal government agencies.
Key Responsibilities
- Lead or support the design and production of plans, specifications, drawings, and related documents for FSRM projects.
- Provide strategic planning support and develop programming/execution documents including DD 1391s, SOWs/PWSs, and cost estimates.
- Prepare briefings, Bullet Background Papers (BBPs), memos, presentations, and technical correspondence.
- Perform technical reviews, QA/QC oversight of AE designs, data analysis, research/recommendations, and compliance assessments.
- Maintain project tracking databases, organize documentation, and support deliverable reviews for functional/technical accuracy and regulatory compliance.
- Participate in and lead technical interchange meetings, planning forums, and liaison activities with USACE, MAJCOM, and other stakeholders.
- Support conference/meeting facilitation, regulatory compliance (Air Force, federal, state, local), and project close-out processes.
- Ensure all products meet PWS performance thresholds and contribute to monthly status reporting.
Minimum Qualifications
- Bachelor’s degree in Mechanical, Electrical, Civil, Structural Engineering, or Architecture. An extensive background (10+ years thoroughly documented & relevant lead-role experience in construction & project management) may substitute for the degree.
- Ability to plan, organize, and lead others in complex studies, designs, and construction projects; record and manage processes/documentation; and negotiate effectively with management on proposals involving substantial resources or extensive changes to established concepts/procedures.
- Strong oral and written communication and negotiation skills; ability to maintain effective working relationships at all levels.
- Proficiency in Microsoft Office (Word, Access, Excel, PowerPoint), AutoCAD, cost estimating software, and common engineering programs. Ability to develop, maintain, and utilize databases and work with GIS as decision-making tools.
- Valid driver’s license; ability to safely operate a vehicle on Dyess AFB (paved and gravel roads).
- U.S. Citizenship required. Must consent to and successfully complete LEADS background check, obtain DoD Confidential clearance and CAC, and have legal authorization to work in the United States.
Preferred Qualifications
- Prior DoD/Air Force civil engineering, FSRM, MILCON, or UMMC experience.
- Professional Engineer (PE) license or Architect registration (a plus).
Position Details
- 3 years Full-time on-site only. Normal duty hours 0730–1630; Multiple positions available.
- Must consent to LEADS background check. This position is contingent upon contract award and funding.
