About the role

This position is with the Office of Environmental Health & Engineering Area, District, or Field Office and reports to a Supervisory Engineer. The Construction Control Inspector will assist engineering staff with technical duties related to the construction, design, and as-built development of individual and community water supply, wastewater disposal, and solid waste disposal facilities. This position will be located in one of the identified locations.

Responsibilities

• Perform construction inspection and ensure compliance with contracted plans and specifications for community and individual water supply.
• Observe worksite and work activity to ensure a safe working environment.
• Maintain a daily log of projects and record facts concerning work activity.
• Perform surveys for project designs, construction staking, and as-builts.
• Prepare project reports and spreadsheets to track submittals, quantities installed, construction progress, and payments.
• Review project plans prior to contract advertisement to determine practicability.

Requirements

• U.S. Citizenship is required.
• Selective Service Registration is required for males born after 12/31/1959.
• Must have a valid State driver's License, which must be REAL ID-compliant by May 7, 2025.
• This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. The agency must ensure that persons hired have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

Background Investigation

This position requires the successful completion of a federal background investigation as a condition of employment. Applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education to perform the duties of the specific position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations.

GS-7 Grade Level: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service, performing tasks such as:

• Reviewing construction schedules.
• Comparing contractor's claimed progress and daily activities to actual site conditions.
• Preparing and submitting progress reports of work activities.

Alternatively, one full year of graduate-level education in a related field or a combination of graduate-level education and specialized experience that meets 100% of the qualification requirements may be accepted.

Additional Information

• Salary is contingent on duty location.
• Additional selections of candidates may be possible within 240 days from the date the certificate of eligibles was issued.
• Federal Employees earn annual leave at a rate (4, 6, or 8 hours per pay period) based on years of Federal service.
• IHS may offer newly-appointed Federal employees credit for directly related previous non-federal experience or active duty uniformed military service.
• This position is covered by a Bargaining Unit.
• Recruitment or relocation incentives may be authorized, requiring at least a one-year service agreement.
• This position has promotion potential to the GS-09 grade level, based on management discretion and regulatory approval.
