Construction / Bridge Inspector Engineer – Mid Level

Our Norfolk, VA office is seeking a Construction Inspector / Bridge Inspector with a strong foundation in construction principles, inspection, and report writing skills to join our professional construction and engineering inspection team.

About the role

This position will expand our services and enhance client relationships across the Hampton Roads area, serving Federal (DoD), State (VDOT), municipal, and private clients. The successful candidate will perform inspection of bridges, transportation structures, and other infrastructure during construction, evaluate contractor methods and materials, and assist as an NBIS bridge inspector (or obtain certification).

Responsibilities

• Perform inspection of bridges, transportation structures, and other infrastructure during construction to evaluate contractor’s method, workmanship, quality, and compliance with construction documents (drawings and specifications).
• Evaluate construction materials for quality and compliance with contract documents; perform data collection, report writing, and record keeping.
• Recognize basic construction or engineering problems; coordinate with the engineer of record; make field measurements of pay items; check equipment; maintain comprehensive project records including daily diaries, materials notebooks, as-built plans, pay quantity records, progress schedules, work orders, and monthly estimates.
• Frequent external contact with contractor personnel to schedule and coordinate project inspection, resolve problems, and monitor receipt of materials; liaise with local government to explain work under construction.
• Consult engineers to discuss and resolve field construction issues and obtain technical guidance in specialty areas of engineering and inspections.
• Monitor contractor’s operations to ensure compliance with contract drawings and specifications.
• Prepare responses to contractor’s Request for Information (RFI).
• Review and process contractor’s shop drawing submittals.
• Conduct NBIS bridge inspections and assist in supervision of site investigations as needed.
• Prepare or assist in preparation of bridge inspection reports including data entry, writing, and photo editing.
• Perform checker review of bridge inspection reports by others.
• Work collaboratively with members of all company disciplines and assist with various project elements including planning, execution, and follow-up.
• Perform other duties as required.

Requirements

• Bachelor’s degree in Civil Engineering.
• Minimum of an Engineer in Training (EIT) certification required.
• 3 to 7 years of heavy construction experience and/or inspection oversight on transportation-related projects, including bridges, culverts, and/or roadways.
• Minimum 2+ years of experience serving as an NBIS Inspector strongly preferred; desired certifications include NHI Certification (NHI-130055) and Refresher (NHI-130053), if applicable.
• Inspection experience utilizing special equipment such as snooper/bucket trucks, boats, scaffolding, etc., preferred.
• Ability to read and interpret construction plans, specifications, and standards.
• Boater Safety Card preferred.
• Valid driver’s license in good standing.
• Ability and willingness to work in the field 5 days per week (Monday–Friday) with occasional evenings and weekends; field hours may require overnight construction inspection as needed.
• Availability and willingness to travel as required; overnight travel is not expected but may be necessary on a limited basis.
• Must consent to and pass a post-offer/pre-employment drug screening and background check in compliance with NIST 800-171.
• Must be legally able to obtain employment in the U.S. and present required documentation at hire; Moffatt & Nichol uses E-Verify.

Working Conditions

• Work takes place in both the office and the field, which may require occasional extended hours, night shifts, or weekends to meet project requirements.
• Inclement weather may occur.
• Must be able to navigate field sites and climb as required to inspect bridges and perform construction inspection; site visits may require navigating unpaved or natural terrain while carrying equipment.
• Ability to navigate office environments and utilize standard office equipment; attend client meetings and travel as necessary.

Pay

Base salary range: $36.00 to $58.00 per hour based on years of experience, level of education, professional registration, and meeting the required qualifications. Base salary range applies to candidates hired and working in the Virginia market.
