Construction Administrator (CM-CA)

About the role

Davenergy Solutions is seeking a full-time Construction Administrator (CM-CA) to provide onsite Construction Facilities Management (CFM) support at the Corporal Michael J. Crescenz VA Medical Center in Philadelphia, PA. This role supports major renovation and construction efforts within an active VA medical facility by providing administrative and coordination support in accordance with Government requirements.

Responsibilities

• Provide construction administration and oversight in support of EHRM projects at an active medical facility.
• Offer administration oversight and evaluation concerning all construction disciplines as they pertain to project work.
• Assist with project management, project engineering, planning, scheduling, constructability reviews, code compliance, testing, record keeping, quality control, cost control, and general oversight of EHRM construction projects.
• Conduct site inspections, prepare daily logs, and document work progress, quality issues, and compliance.
• Assist with submittal reviews, RFIs, progress meetings, contractor pay application reviews, and issue resolution.
• Determine documentation needs based on engineering risk assessments that could impact patient care or facility operations.
• Monitor construction activities for Quality Assurance (QA).
• Prepare, analyze, and identify incongruities and deficiencies in the Contractor’s work relative to construction documents.
• Understand and master the requirements of local, state, and federal jurisdictions as they relate to the project.
• Utilize a variety of software programs to monitor, update, and produce work products.
• Apply knowledge of construction practices to assist in implementing various project plans including Quality Assurance (QA), Safety, Schedule, Cost, and Change & Information Management.

Requirements

• Working knowledge of construction practices and site operations of a General Contractor and Subcontractors.
• Experience monitoring construction activities for Quality Assurance (QA).
• Experience preparing, analyzing, and identifying incongruities and deficiencies in the Contractor’s work relative to construction documents.
• Must complete required training within contract timeframes: OSHA 30-Hour Safety Training, VA Cyber Security Awareness Training, VA Privacy Awareness Training, VA IT Training for operation of VA systems (e.g., TRIRIGA).
• Must present three projects of similar scale and difficulty where the candidate held a comparable position.

Qualifications

• Degree from an accredited institution of higher learning and/or evidence of work experience or technical knowledge to compensate for the absence of higher education.
• A minimum of three (3) years of construction-related experience may substitute for higher education and will be reviewed for acceptability.
• Extensive construction experience and other credentials may be substituted for formal education.
• Expertise in the requested discipline must be evidenced by extensive experience and qualifications.

Physical Requirements

• Must be able to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds.
• Must be prepared to encounter all construction site conditions, including noise, dust, heights, odors, and enclosed spaces.
• Must be physically capable of traversing sites with unstable footing, stairs, rough terrain, adverse weather, ladders, roofs, and other mobility-challenging conditions.
• Must possess the physical ability to take measurements, perform tests comparing in-place work to contract requirements, and observe work activities throughout the course of construction.
