About the role

We are seeking a Senior Advisor in Governance and Processes for Portfolio/Project Management to join our teams. The resource will be responsible for supporting the adoption, implementation, and continuous improvement of project management processes and recognized Agile practices at Santé Québec, in line with organizational guidelines and current methodological frameworks.

Responsibilities

  • Act as an expert reference for Agile and hybrid frameworks, including Scrum, Kanban, SAFe, and approaches combining Agile and Waterfall.
  • Provide advisory services to establish a collaborative, high-performance, and results-oriented work environment, while promoting methodological consistency and organizational maturity in project management.
  • Support the implementation, evolution, and adoption of tools, methods, and best practices in project management and agility, with a focus on continuous improvement and sustainable performance.

Specific Responsibilities

  • Governance Charter: Define roles and responsibilities, recommend committees, and identify decision-making bodies as needed.
  • Project and Portfolio Management Frameworks: Develop methods, models, and best practices.
  • Conduct project and portfolio practice audits, as required, and provide recommendations.

Qualifications

  • Hold a bachelor's degree in Information Technology, Business Administration, Management, or a related field.
  • A certificate, DESS, or graduate degree in Project Management is an asset.

Required Experience

  • Minimum 20 years of experience in traditional project management, Agile (Scrum, Scrumban, Kanban, or SAFe), or hybrid approaches (at least as a project manager).
  • Minimum 15 years of experience in Information Technology.
  • Minimum 15 years of experience in developing frameworks, guidelines, processes, and templates for project and portfolio management.
  • Minimum 10 years of experience working within a Project Management Office (PMO).
  • Significant experience using project and portfolio management systems or tools (Project Server, Sciforma, Azure DevOps, Jira, etc.).
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Visio).
  • Excellent command of the French language (spoken and written).
  • Experience in change management.

Preferred Experience

  • Senior-level experience in delivering strategic mandates in a comparable context or within an organization of similar scale to the client.
  • Knowledge of the healthcare sector or public sector.
  • Experience in highly complex organizational environments involving multiple administrative units.
  • Familiarity with Azure DevOps is a significant asset.

Certifications

  • PMI PMP and/or PMI-ACP certification is an asset.
  • Agile certification (Scrum Master, SAFe, Kanban, or equivalent) is an asset.
