Location: Alexandria, VA (Mark Center). Full-time, on-site role with up to 10% travel. Active Top Secret clearance required; must be able to obtain TS/SCI.

About the role

SAIC is seeking a Congressional Affairs Analyst to support the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)). This role involves managing congressional interactions, ensuring alignment across the enterprise, and driving innovation for the Department of War (DOW).

Responsibilities

  • Manage congressional workflow and tasking systems, including CHARRTS, OLC Web, DOW Congressional Tracking System, and CATMS database.
  • Provide multifunctional administrative support: analysis, filing, task management, briefing management, and special congressional workflows.
  • Coordinate legislative activities within OUSW(R&E) to ensure enterprise alignment.
  • Handle congressional reporting, analyze legislative material, coordinate tasking, arbitrate disputes, and collaborate with OSW(LA) and BAA.
  • Create and maintain workflow, reporting, and analysis documents; track deadlines; and issue guidance.
  • Manage special inter-Department projects, coordinating with OSD(LA), OGC, and OLC on task groups and processes.
  • Collate and refine OUSW(R&E) reports, strategize to meet congressional requirements, and analyze inquiries and responses.
  • Manage correspondence, track follow-up actions, and provide document retrieval services.
  • Assemble information, maintain files, and coordinate responses to congressional and DOW staff inquiries.
  • Perform general administrative duties: coordinate security clearances, process badge requests, track FOIA requests, and assist with Pentagon parking for congressional visitors.
  • Respond to congressional inquiries, coordinate responses, and maintain a database of inquiries and responses.
  • Document congressional reports and analysis, summarizing official program information per DOW or federal directives.

Requirements

  • Bachelor’s degree with 6–10+ years of related experience; OR Master’s degree with 8+ years; OR PhD/JD with 5+ years.
  • Minimum 2 years of legislative systems management experience in the DOW.
  • Strong problem identification and resolution skills, flexibility, initiative, and ability to work effectively with Senior Executives.
  • Active Top Secret clearance required to start; ability to obtain TS/SCI clearance required for continued employment.

Qualifications

  • Experience in congressional briefing management and direct interaction with congressional staff as a DOW representative.
  • Prior experience supporting an OSW principal (USW, ASW, PDASW).

Pay

The expected salary range for this position is $120,000–$150,000, based on experience and qualifications. The typical range is $120,001–$160,000.
