Support the PEO C3BM – ABMS – Advanced Battle Management Systems – Deployable Systems branch customer at Wright Patterson AFB, OH. The customer organization is responsible for capability development and development planning.
Responsibilities
- Provide support in the preparation and maintenance of Contract Data Requirement List (CDRL) for inclusion in Request for Proposals (RFPs), contracts, and contract modifications using either automated or manual processing systems.
- Receive, log, track, and maintain current status of contract data deliverables; assist with maintaining electronic and manual data management files; and provide associated historical information.
- Maintain configuration status accounting databases and records to reflect the status of baseline documentation, primarily with MEARS or equivalent.
- Support data reviews by integrating inputs from Program Office/IPT functionals into draft CDRLs, preparing data review documentation, participating in data reviews, drafting data, reviewing minutes, and following up on action items.
- Assist in planning and execution of Configuration Control Board (CCB) Business Management Boards (or their equivalent); maintain proposal files; and provide historical information.
- Provide research, analyses, studies, documentation, briefing development, and assistance in briefing delivery to support program office or higher-level activities.
- Participate in Government review/meetings/working groups and in Government and industry teams for the resolution of complex configuration management issues.
- Review program-unique specifications (system, development, and product specifications for both hardware and software) for proper format, content, and compliance with program requirements and appropriate standards; track requests through appropriate Government agencies.
- Support the configuration control function, including receipt, dissemination, processing, tracking, and final disposition of engineering change proposals (ECPs), change control processes (CCPs), Requests for Deviation/Waiver (RFD/RFW), Deficiency Reports (DRs), and service introductions.
- Review change proposals for thoroughness, configuration and data management impacts, and compliance with Government requirements; make recommendations for government review and disposition.
- Assist data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs); prepare one-time and standard DIDs; and complete Data Management forms such as CDRL and Contractor Data Requirements Substantiation (AF Form 585).
- Update and maintain data management files and associated DID files.
- Apply knowledge of distribution statements and Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS) data rights clauses; evaluate change proposals for impacts to data; monitor the delivery and approval of contract technical data.
Requirements
- 10+ years of relevant experience with a Master’s degree (18+ years with a Bachelor’s degree).
- Strong oral and written communication skills with experience presenting at conferences, publishing in peer-reviewed journals, and leading workshops.
- Experience leading teams in a development environment and interacting with customers.
- Extensive experience with the use and management of files in MEARS.
- Extensive knowledge of Government policies, directives, standards, handbooks, pamphlets, and DoD-adopted industry standards relating to CM/DM.
Qualifications
- Master’s degree with 10 years’ experience, or Bachelor’s degree with 18 years’ experience.
- Active DoD Top Secret Clearance with SCI and SAP eligibility.
- U.S. Citizenship is required.
Some travel is expected (up to 20%). The majority of the work will be performed in the customer workspace.
