Key Responsibilities

Lead investigations into suspected fraud, corruption, and misconduct by identifying, obtaining, and analyzing relevant evidence and records; conducting interviews; participating in field work including undercover surveillance; executing search warrants and arrests.

Collaborate closely with DOI attorneys, auditors, analysts, and investigators, as well as prosecutors and local law enforcement:

  • Draft clear and compelling investigative reports, internal memoranda, and written referrals, and contribute to public reports detailing findings and policy recommendations.
  • Propose operational and procedural reforms to strengthen agency controls and reduce risk.
  • Maintain meticulous case documentation in compliance with DOI standards and uphold confidentiality and integrity in all investigative activities.
  • Participate in cross-team case briefings, trainings, and inter-agency coordination meetings.

Minimum Qualifications

  • A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made;
  • A baccalaureate degree from an accredited college or university;
  • Education and/or experience equivalent to "1" or "2" above.

Preferred Skills

  • Minimum three (3) years of professional investigative experience conducting complex investigations, preferably involving white-collar crimes, as an agent, detective, or other investigator.
  • Demonstrated ability to conduct interviews, write reports, and provide testimony.
  • Experience participating in field activities, such as search warrant operations and surveillance.
  • Demonstrated ability to meticulously analyze, assess and draw conclusions based on complex documents and data, including but not limited to policies, procedures, and financial documents.
  • Proven ability to function independently with minimal supervision and to balance an active load of multiple cases.
  • Excellent interpersonal skills, with an ability to communicate effectively with a variety of personnel at DOI, other law enforcement agencies, and officials at City agencies.
  • Demonstrated ethics and sound judgment.
  • Proven research and writing abilities, including the ability to write at a high level on short deadlines.
  • Strong computer skills, including familiarity with open-source intelligence databases, and Microsoft Office programs.
  • Comfort with using technology in connection with long-term investigations.
  • Advanced knowledge of New York City government and regulations, New York State Penal Law, and Criminal Procedure Law, a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
