COMPUTER SCIENTIST

This position is located in the Software Engineering Branch (N641) of NAVOCEANO Bay St. Louis.

Responsibilities

• Engineer solutions and develop and maintain software according to organizational engineering processes.
• Design, develop, and sustain quality software solutions, recommending and implementing techniques to improve organizational efficiencies and automated workflows.
• Maintain cybersecurity compliance of all supported software solutions.
• Plan and manage the software activities of a project team.
• Serve as a Technical Lead in monitoring overall team performance, execution, and delivery from a software development and maintenance perspective.
• Develop quality solutions, recommend and develop techniques to improve organizational efficiencies.
• Prepare and maintain software/system engineering documentation.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to specific provisions.
• Males born after 12-31-59 must be registered for Selective Service.
• An annual 20-hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Cyberspace Workforce position (work role code: Software Developer, proficiency level: Intermediate). The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay may be required.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience developing, integrating, troubleshooting, and deploying software applications on application servers.
• Experience with evaluating and implementing cybersecurity guidelines and Security Technical Implementation Guides.
• Experience with data exchange formats for data transmission, integration, and software configuration storage.
• Experience with developing, automating, and maintaining spatial applications using enterprise geospatial technologies.
• Experience with programming and querying databases using Oracle SQL or PostgreSQL; or spatial databases; familiarity with modern software development methodologies and secure validation processes.

Education

Applicants must meet the following positive education qualifications requirements:

• Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

All academic degrees and course work must be from accredited or pre-accredited institutions. Transcripts are required to prove education requirement.

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
