Computer Programmer

Iowa Workforce Development (IWD) is seeking a Computer Programmer (Information Technology Specialist 3) to join the Labor Market Information (LMI) Division in Des Moines, IA. This is an in-office position located at 1000 E Grand Ave., Des Moines, IA.

Schedule

Full-time | Monday – Friday | 8:00 AM – 4:30 PM

Hybrid telework and alternate work schedule opportunities are available after completion of an initial 6-month probationary period of in-office employment and training.

Responsibilities

• Support the national Current Employment Statistics program (ACES) for the U.S. Department of Labor.
• Write functional code by interpreting business requirements, utilizing appropriate tools, performing testing, and preparing documentation.
• Develop code using approved languages (JavaScript, SQL, .NET, C#, VB Net, SAS, Oracle, Python) and tools outlined in program specifications, adhering to existing ACES standards, including adequate documentation for maintainability.
• Test code and review results to detect and correct errors before moving code to servers for user testing.
• Analyze complex system operations and procedures, evaluating potential changes in operations, network functions, and preparing timelines for completion.
• Work collaboratively with team members, customers, federal partners, and support staff.
• Maintain and enhance existing applications, ensuring appropriate backup and recovery procedures for critical information systems.
• Develop procedures for distribution of computing system output to achieve agreed-upon performance levels and availability.
• Uphold compliance with state and federal information security standards.
• Plan and participate in the development of efficient structured programming code or web modules, evaluating alternative methods of program development.
• Develop detailed technical programs, web applications, and job flow documentation to depict data flow through the system, including designing documents, forms, and record layouts.
• Perform system development activities, prepare program specifications, develop databases and modules for testing environments, and conduct system testing.
• Develop application systems under guidance, applying business process analysis, preparing program specifications, data flow diagrams, and design documents.
• Participate as a team member, providing input, asking questions, and sharing responsibility to ensure continuous improvements on projects and services.
• Provide support to system users via a helpline, answering inquiries in a timely and professional manner.
• Resolve customer service problems in conformance with established standards to ensure effective system utilization.
• Prepare written and oral instructions of system functions to assist in the operation of information systems.
• Attend applicable training courses to acquire necessary skills for required work (computing languages, software, web applications).
• Maintain current knowledge of new technology to ensure efficient operations, methods, and procedures, supporting a continuous improvement mindset.
• Research and resolve problems using appropriate manuals and resources, seeking guidance from coworkers when necessary.
• Participate in standby and callback duties for responsibilities outside standard work hours as required by a supervisor.

Qualifications

Applicants must meet at least one of the following minimum requirements:

• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to one year of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security.
• Graduation from an accredited four-year college or university with a degree in computer science, computer applications, software engineering, computer engineering, management information systems, business analytics, or cyber security.
• Both of the following:
  • One year of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security.
  • A total of four years of education and/or full-time experience (as described above), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
• Both of the following:
  • Three years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security.
  • Either of the following:
    • Certification from an authorized educational institution or major computer/software producer in one or more of the specialty areas listed above.
    • Eighteen semester hours from an accredited college or university in one or more of the specialty areas listed above.
• Current, continuous experience in the state executive branch that includes six months of full-time work as an Information Technology Specialist 2.
