Comptroller (Appointed)

About the role

The position oversees the financial management functions for the City of Memphis, including financial accounting and reporting, accounts payables and receivables, supervision of payroll processing, and records management and retention.

Responsibilities

• Administers and reports on financial transactions and record-keeping in excess of $2 billion.
• Oversees the annual state-required financial audit and the preparation, publication, and distribution of the City’s Annual Comprehensive Financial Report (ACFR).
• Evaluates and communicates the financial impact of proposed and/or decreed standards to ensure compliance with required standards and implementation of new standards.
• Maintains internal accounting and financial controls to ensure compliance with state and federal laws and accounting and auditing principles.
• Reviews and develops new initiatives to increase efficiency and effectiveness of accounting operations.
• Assists the CFO with the annual operating budget by providing review, analysis, insight, and recommendations.
• Works with the City’s Actuaries to ensure the completion of the annual actuary funding and accounting valuation for all Retirement Systems and Retiree Health and Life Insurance Benefits (OPEB).
• Serves as an authorized signatory for disbursements and represents the City to banks and financial partners.
• Maintains the general ledger accounting structure to record all accounting and cash transactions.
• Works with top management to review and analyze annual bond rating evaluations.
• Signs all original bond certificates for the City and Memphis Light Gas & Water.
• Maintains effective working relationships with City Officials, City Council, and Divisional Directors.
• Serves as a member of the City’s Pension Board, the Pension Investment Committee, and the Healthcare Oversight Committee.

Requirements

Requires a bachelor's degree in Business Administration, Finance, Accounting, or a related field and at least eight (8) years of management-level experience in directing accounting activities with five (5) of eight (8) years in governmental accounting. Master's degree in Business Administration, Finance, Accounting, or a related field is preferred. Certified Public Accountant (CPA) certification is preferred.
