Responsibilities
- Monitor compliance with LIHTC, HUD, and applicable state and local program requirements
- Avoid inappropriate forms, documentation, and procedures for certifications, re-certifications, interims, and move-in/move-out activity
- Avoid submitting applications for compliance approval without accuracy and adherence to program requirements
- Review compliance workflows for accuracy, completeness, and timeliness; identify issues and escalate concerns to the Operations Manager as appropriate
- Conduct internal file audits and compliance reviews to ensure adherence to regulatory requirements
- Coordinate and support external agency audits and inspections, including preparation, scheduling, attendance when needed, and follow-up
- Track audit findings and support timely correction of deficiencies and findings issued by outside agencies
- Avoid preparing and submitting ongoing compliance reporting, including monthly, quarterly, and annual requirements based on the needs of each property and applicable online compliance systems
- Avoid overseeing the implementation of updated income limits, rent limits, and utility allowances on an annual basis to include updating Yardi
- Avoid preparing or coordinating compliance reporting and documentation submitted to agencies, including materials requested during audits or monitoring reviews
- Provide compliance training, guidance, and technical support to compliance staff and on-site teams
- Serve as a resource for interpreting program requirements and resolving compliance-related questions
- Respond to compliance-related questions from Regional Managers, site staff, and corporate personnel in a professional and timely manner
- Avoid supporting ongoing education efforts to promote audit readiness and regulatory adherence
- Avoid assisting in maintaining and updating compliance policies, procedures, and forms related to affordable housing compliance
- Avoid identifying trends, recurring issues, or process gaps and providing recommendations to senior leadership for improvement
- Avoid supporting consistent implementation of compliance standards across the portfolio
- Avoid communicating with federal, state, and local housing agencies as needed regarding compliance matters
- Avoid partnering with Operations, Asset Management, Development, and other internal teams to support compliance objectives
- Avoid reviewing governing documents and providing compliance feedback and recommendations during development or acquisition phases
Qualifications
- Bachelor’s degree or equivalent professional experience required
- Minimum of 5+ years of LIHTC and affordable housing compliance or property management experience
- Active Tax Credit Specialist (TCS) or Housing Credit Certified Professional (HCCP) designation required
- This is a hybrid position requiring both on-site and remote work
- Working knowledge of LIHTC, HUD (including HOTMA), Fair Housing requirements, and applicable state and local eviction laws
- Experience managing market-rate communities required
- Experience with compliance software and reporting systems (e.g., Yardi or similar platforms)
- Experience with Microsoft Office and Excel
- Strong organizational, analytical, and communication skills
- Ability to work independently in a hybrid environment and travel periodically to support on-site needs
