About the Role

Under direction of the California High-Speed Rail Authority’s (Authority) Supervisor I, the Analyst II (Compliance Analyst) is responsible for conducting the more responsible, varied, and complex analytical assignments, regarding the monitoring, investigating, and reporting of contractors engaged work for the Authority for purposes of ensuring compliance. Desirable Skills

  • Proficient in the use of computers and computer software applications including Microsoft products (Excel, Word, PowerPoint, Power BI, Outlook, and Teams).
  • Exercises sound judgment and demonstrates effective decision-making.
  • Quickly grasps new ideas and incorporates them into existing procedures and policies.
  • Works independently and as part of a team.
  • Knowledge of construction practices and the contract administration process.
  • Knowledge of federal statutes, regulations, and administrative interpretations relative to contract administration compliance and Small Business (SB) programs.
  • Ability to analyze and interpret specifications, directives, and other requirements of contract administration.
  • Possess excellent organizational skills to meet deadlines to ensure timely project delivery.
  • Possess the ability to speak and write clearly and effectively.
  • Demonstrated ability to act independently, open-mindedness, flexibility, and tact.
  • Knowledge of principles and techniques of establishing and maintaining good relations with the public stakeholders.
  • Knowledge of federal and state contracting requirements goals and utilization for small, disadvantaged, and disabled veteran owned businesses, California State Government, and principles of public administration.
  • Ability to effectively present information verbally and in writing.
  • Ability to perform routine or detailed work in order to learn the practical application of administrative principles and work independently.
  • Experience with state or federal laws, regulations, etc.
  • Analytical experience.
  • Experience in contracts and contract administration.
  • Auditing experience.
  • Customer service experience.

Location

The High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop. The building is also within walking distance of DOCO, the California State Capitol Park, a farmer’s market during summer months, and Old Sacramento.
