Position Summary
Reporting to the Regulatory Compliance Manager, the Compliance Administrator will govern the administrative and legal frameworks of our Prevailing Wage and Apprenticeship (PWA) program. This role is the primary internal liaison for our external compliance partner, Baker Tilly, and our data-manager, LCP tracker. Together with the Manager, you will develop the internal standard operating procedures (SOPs) that ensure all facility "Alterations and Repairs" (A&R) are captured, contracted, and audited to secure the 5x 45Z tax-credit multiplier and the full section 48 credit for one facility currently under construction.
Key Responsibilities
- Workflow Development: Work with the Regulatory Compliance Manager to create and document the end-to-end PWA workflow—from the initial Purchase Order (PO) request to the final Baker Tilly compliance certification.
- Contractual Flow-Down Management: Ensure all project POs and subcontracts include mandatory IRA labor language and "flow-down" clauses that legally obligate subcontractors to provide certified payroll.
- Baker Tilly & LCP tracker Governance: Manage the daily data exchange with Baker Tilly and daily oversight of the Baker Tilly Compliance Dashboards. Oversee the LCPtracker portal to ensure contractors are meeting weekly upload deadlines for certified payroll.
- Cure Period Management: Coordinate the "Cure" process when underpayments are identified, ensuring back-pay and interest are documented and submitted within IRS-defined windows.
- Aptitude Documentation & Lifecycle: Lead the collection of all apprentice-specific documentation from contractors to populate the apprentice classifications.
- Site-to-Portal Verification: Perform "cross-check" audits by comparing physical site check-in logs (or gate records) against the labor hours contractors are inputting into LCPtracker. Flag and investigate any discrepancies in headcount or hours worked.
- Document Control: Maintain the 7-year audit-ready repository for all labor and tax-related filings.
Qualifications
- Bachelor’s degree in Business Administration, Accounting, or Human Resources.
- Experience with reporting or federal contract administration preferred.
- High proficiency in document control software and labor tracking portals (e.g., LCPtracker, Baker Tilly Portal).
- Exceptional attention to detail regarding labor classifications and hourly rate verification.
