The Office of Sustainability (OOS) is seeking a Community Programs Project Manager. Duties are performed under the City Energy Manager and require considerable initiative and independent judgment within an assigned area of responsibility. Responsibilities

• Manage and administer various community programs/projects.
• Develop, monitor, and manage program budgets and administer associated contracts.
• Develop and maintain program policies and standard operating procedures.
• Advance community-wide energy projects with residents, community-based organizations, businesses, and institutional partners.
• Drive implementation of assigned actions under the City's Climate Action Plan (CAP) and Energy Access Plan (EAP) or other applicable City plans.
• Design and facilitate community workshops, listening sessions, and co-design processes; and synthesize community input into actionable programs and projects.
• Coordinate across City departments and external stakeholders to deliver assigned projects.
• Identify, pursue, and manage external funding to support CAP and EAP implementation.
• Assist with evaluating bid proposals.
• Track and report on Key Performance Indicators for assigned actions.

Qualifications

• Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
• Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.
• Other combinations of experience and education that meet the minimum requirements may be substituted.
• All finalists for positions are subject to a criminal background check applicable to the department or position.
• Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications

• Master's degree in sustainability, energy, public administration, urban planning, or a related field, and/or professional certification such as Project Management Professional (PMP), Certified Energy Manager (CEM), or LEED AP.
• Five or more years leading collaborative programs/projects with cross-functional teams from various City departments, organizations, business entities, and/or community members with a focus in energy, sustainability, or community programs.
• Direct experience implementing Climate Action Plan, Energy Access Plan, or equivalent municipal sustainability strategies.
• Demonstrated experience designing and facilitating community engagement processes and building partnerships with community-based organizations, businesses, and institutional partners.
• Bilingual English/Spanish fluency sufficient to facilitate workshops and develop outreach materials.
• Experience working with electric utilities such as APS and SRP on customer programs, partnership initiatives, and other joint projects.
• Experience identifying opportunities for grants, partnerships, or pilot projects on energy, sustainability, or community engagement.

Pay

Pay Range: $82,056.00 to $133,660.80 annually. Hiring Range: $82,056.00 to $121,243.20 annually. Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
