About the role

We are looking for a highly driven individual with a leadership mentality and strong project management and stakeholder coordination skills to join our Recovery Support Function (RSF) team.
In alignment with the goals and objectives of the Interagency Recovery Coordination Branch in the Recovery Directorate, the Senior Emergency Services Coordinator (SESC) works as the Community Planning and Capacity Building Recovery Support Function (CPCB RSF) Coordinator. The California RSFs (CA-RSFs) operate under the California Disaster Recovery Framework (CDRF) to support recovery operations statewide, coordinating with state and federal partners to provide resources and help empower local communities to drive and manage their own recovery and resiliency.
The ideal candidate is a self-motivated and organized person with the ability to envision, plan, develop, and implement innovative (and sometimes sensitive) projects to aid local and tribal communities plan for and recover from a disaster. The SESC supports disaster recovery coordination and planning efforts with local, state, private non-profit, non-governmental, and federal stakeholders and works on highly visible and high-level projects that closely align with the CDRF and California State Emergency Plan (SEP). The SESC facilitates ongoing engagement with primary agencies and support organizations to assist local long-term recovery and resiliency efforts of disaster-affected communities.
This position coordinates the Community Planning and Capacity Building RSF and supports and integrates with the other five (5) CA-RSFs: Economic, Health and Social Services, Housing, Infrastructure Systems, and Natural and Cultural Resources.
Responsibilities
- Coordinate the Community Planning and Capacity Building Recovery Support Function (CPCB RSF).
- Support and integrate with the other five CA-RSFs: Economic, Health and Social Services, Housing, Infrastructure Systems, and Natural and Cultural Resources.
- Support disaster recovery coordination and planning efforts with local, state, private non-profit, non-governmental, and federal stakeholders.
- Work on highly visible and high-level projects aligned with the California Disaster Recovery Framework (CDRF) and California State Emergency Plan (SEP).
- Facilitate ongoing engagement with primary agencies and support organizations to assist local long-term recovery and resiliency efforts of disaster-affected communities.
- Envision, plan, develop, and implement innovative projects to aid local and tribal communities in disaster recovery.
Requirements
- Valid Driver’s License (DL) and participation in the DMV Pull Program.
- Completion of Form 700 within 30 days of appointment due to Conflict of Interest (COI) designation.
- Ability to report to work during emergencies, which may include irregular hours, weekends, holidays, and relocation to emergency sites with little advance notice.
- Extensive travel requirements in support of emergency operations (weeks to months).
Qualifications
- Knowledge of and experience working in alignment with emergency management frameworks such as the National and California Disaster Recovery Frameworks (NDRF/CDRF), Robert T. Stafford Act, Code of Federal Regulations, Incident Command System, Standardized Emergency Management System (SEMS), and National Incident Management System (NIMS).
- Comprehensive planning, writing, and editing skills.
- Strong relationship-building skills to foster and maintain working relationships with partners and stakeholders.
- Experience in whole community planning in coordination with partner recovery programs.
- Strong meeting facilitation and stakeholder coordination experience.
- Effective and tactful communication skills among differing viewpoints or backgrounds.
- Ability to manage multiple and significant specialized projects.
- Desire to mentor and encourage less experienced team members.
- Experience working in a local, state, or national level disaster event.
- Experience working in an Emergency Operations Center, Joint Field Office, or Area Field Office.
- Proficiency in Microsoft programs (Word, Excel, PowerPoint), comfort with technology, and ability to develop high-level talking points and presentations.
Working Conditions
- Position located in the Recovery Support Functions Unit in Mather, CA.
- Eligible for a hybrid work schedule; additional in-office days may be required based on business need.
