Communications and Network Technical Analyst 4 - CA Tower
We are seeking a Comm and Network Technical Analyst 4 for a fixed-term, project-focused position supporting the new UCDH CA Tower. This is a full-time role with an anticipated end date on or before December 31, 2030, aligning with the projected completion of the CA Tower project. Employment is directly tied to the lifecycle of the CA Tower project and is expected to conclude upon its completion.
About the Role
The IT Implementations Comm and Network Technical Analyst 4 provides senior-level operational and technical support for UC Davis Health’s telecommunications infrastructure and low-voltage systems associated with the CA Tower project. Working within a multidisciplinary team—including Registered Communications Distribution Designers (RCDDs), DAS engineers, and operational low-voltage technicians—the incumbent collaborates closely with engineering, construction, and operational stakeholders to ensure telecommunications infrastructure supports reliability, redundancy, scalability, maintainability, and code compliance within a mission-critical healthcare environment.
The role involves reviewing, Q&A, document creation and maintenance, construction drawing and submittal review, and adherence to UCDH standards and specifications for low-voltage cabling design and installation. The analyst will collaborate with IT cable designers and external design groups to maintain structure in deliverables and objectives, plan and execute agile layer-one communications cabling designs, and create metrics to inform administration of task completion.
Responsibilities
- Engineering and Operational Coordination (25%): Collaborate with multidisciplinary teams, including RCDDs, DAS engineers, and operational technicians, to ensure telecommunications infrastructure meets project requirements.
- Infrastructure Cabling Services Operations (25%): Support the design, implementation, and maintenance of structured cabling systems, including twisted pair, fiber optic, and LAN testing.
- Low-Voltage Cabling Construction Administration (30%): Review technical submittals, respond to RFIs, conduct quality-control inspections, and coordinate with contractors and project teams to ensure compliance with UCDH standards and industry codes.
- Communications Infrastructure Planning (20%): Assist with infrastructure planning, documentation review, troubleshooting, and field coordination for fiber optic and copper systems, ensuring compliance with UCDH Owner Project Requirements (OPR), Division 27 standards, NEC, TIA standards, and HCAI requirements.
Requirements
- High school diploma, GED, or equivalent work experience.
- Minimum of five years’ experience in telecommunications structured cabling, Outside Plant (OSP), telecom pathways and spaces, with strong knowledge of low-voltage cabling design and construction processes in healthcare environments.
- Experience with network testing and troubleshooting tools and procedures, including twisted pair cabling, fiber optic systems, and LAN testing.
- Technical knowledge to engineer and complete field work specific to Ethernet, DAS, 70V paging, telephony analog systems, and fiber optic communications transmission and design.
- Ability to articulate, write, and execute scopes of work for IT-related projects, including modifications to layer-one physical plant communications.
- Knowledge of overhead paging systems (25V, 70V, and IP-based) and CSI MasterFormat for creating technology system specifications.
- Working knowledge of AutoCAD and Visio.
- Effective verbal and written communication skills, with the ability to work diplomatically across diverse stakeholders and cross-functional teams.
- Working knowledge of IT Service Management (ITSM) practices and exposure to platforms such as ServiceNow.
- Strong ability to interpret and apply relevant codes and standards, including BICSI TDMM, TIA/EIA, California Building Code, NFPA, California Fire Code, HCAI regulations, and UCDH IT Standards.
- Valid California driver’s license, compliant driving record, and/or enrollment in the California Employer Pull Notice Program.
Preferred Qualifications
- Holding or willingness to pursue an RCDD (Registered Communications Distribution Designer) or other BICSI credentials (e.g., DCDC, OSP, Installer II).
- Additional certifications relevant to healthcare and mission-critical environments, such as OSHPD/HCAI compliance training or credentials supporting CBC, CEC, NEC, NFPA, CSI, and ICRA standards.
- Certifications in AutoDesk software (e.g., BIM 360, Navisworks, Revit, AutoCAD).
- Bachelor’s degree in engineering, construction management, communications, or a related field; or equivalent years of experience.
- Hands-on experience in structured cabling installation, rack and stack, network refresh, and network patching.
- ServiceNow system experience demonstrating knowledge of IT service management frameworks.
- Experience working with vendors on support and maintenance contracts.
- Hands-on design experience with clinical and operational telecom platforms, including advanced OHP, VoIP, DAS, and ERRCS.
- Experience with process development, standardization, and enforcement in large-scale IT/telecom or facilities organizations.
- Experience securing bids, managing purchase orders, funding, and project accountability.
- Maintenance of electronic equipment, including 800 MHz & cellular DAS systems and overhead paging systems.
- Strong history of diplomatic collaboration with divisional leadership, facilities planning, and IT project management teams.
- Advanced expertise in low-voltage design and construction management for healthcare or mission-critical environments.
Department Overview
The IT Facilities/Implementations team is responsible for construction projects in coordination with Facilities Planning & Design (FP&D). This CA Tower project team works directly with engineering staff, construction teams, outside vendors, project design and construction management teams, and internal UCDH IT teams to support the design, implementation, activation, and go-live of the CA Tower. Responsibilities include ensuring adherence to applicable industry codes and standards, such as the California Electrical Code (CEC), California Building Code (CBC), TIA standards, HCAI requirements, Division 27 specifications, and UC Davis Health Owner Project Requirements (OPR).
Pay
$8,959.26 - $17,709.72 per month.
Schedule
- Full-time (100% time).
- Monday–Friday, 8:00 AM–5:00 PM.
- Hybrid work arrangement (mix of on-site at UCDHAS Building, Rancho Cordova, and construction sites).
