Commissioning & Reliability Manager

About the Role

This role supports coordination with third-party Commissioning Agents on assigned projects, assisting with review of scripts/deliverables, witness testing, and verifying results. The position performs spot checks of field testing and documentation to ensure adherence to the Sequence of Operations (SOO), supports metrics for Critical and High issues during inspection checklists, and assists with formal gating of systems between commissioning levels. Additional responsibilities include managing the master Commissioning Issue Log, driving Root Cause Analysis for Level 4 and 5 issues, and collaborating with Site Operations to assess the impact of open deficiencies.

Responsibilities

• Support coordination with third-party Commissioning Agents on assigned projects; assist with review of scripts/deliverables, witness testing as needed, and help verify results and evidence are accurate and complete.
• Work with a third-party commissioning agent on development, review, and implementation of project specific commissioning plans.
• Perform spot checks of field testing and documentation; help ensure that passing a test requires adherence to the Sequence of Operations (SOO) and that test evidence supports the result.
• Support metrics and leading indicators of Critical and High issues during Level 4, RVT and Level 5 (IST) inspection checklists.
• Support formal gating of systems between levels of commissioning by confirming prerequisites, documentation, and readiness; escalate when quality does not meet the Reliability Standard.
• Manage the master Commissioning Issue Log (Cx Log) for assigned projects; categorize issues (Critical, High, Medium, Low) and drive Root Cause Analysis (RCA) for Level 4 and 5 Critical and High issues through verified closeout.
• Collaborate with Site Operations to assess the impact of open deficiencies; define workarounds or Manual Operating Procedures (MOPs) when appropriate and ensure risks are documented and understood.
• Hold General Contractors and vendors accountable to the commissioning schedule, documentation requirements, and technical design intent.
• Collaborate with project teams, architects, engineers, and subcontractors to support the successful implementation and verification of MEP systems.
• Communicate status, successes, challenges, and plans of action to management and the broader team on a timely basis.
• Train 3rd party personnel, including the Commissioning Manager, GC MEP Coordinator & Commissioning Project Managers on the Aligned Quality & Commissioning Programs.
• Manage Cx Alloy use and requirements for each project assigned.
• Develop and maintain a feedback loop local to the project and continuously refine risk models, adapt strategies, and track lessons learned.
• Identify opportunities for process improvements in commissioning readiness (prerequisites, checklists, documentation quality, and evidence capture).
• Implement best practices that improve test rigor, issue closeout velocity, and repeatability of turnover outcomes.
• Participate in cross-functional lessons learned and incorporate improvements into future project planning and execution.
• Enforce the project's QA/QC Policy; define exactly what a passing installation looks like (e.g., specific torque patterns, pipe cleanliness, or cable dressing standards).
• Manage and provide day-to-day direction for third-party (contract) Mechanical and Electrical QA Specialists, including tasking, prioritization, coverage planning, and calibration to the Built to Run standard.
• Review field reports for quality, consistency, and risk; ensure findings translate into clear corrective/preventive actions; document performance feedback and escalation through the vendor.
• Identify systemic patterns, quantify risk, and drive closure; lead structured root-cause analysis and corrective/preventive actions (CAPA) when repeat failures occur.
• Independently validate readiness criteria and sign the "Readiness Memo" confirming a room/system is physically complete, clean, accessible/serviceable, and correctly documented.
• Align open items with Construction, Vendors, and Commissioning so Functional Testing does not begin until quality risk is understood and accepted.
• Ensure all equipment and system ancillary equipment is accessible and serviceable (e.g., Strainers, Valves, filters, VRFs, Electrical panels).
• Assist/Participate in BMS related issue resolution.
• Handle ADC spec QA/QC and CX for speculative builds and ADC Spec + Tenant Requirements.
• Negotiate standard pricing with vendors.
• Develop a standardized reporting metric to keep internal stakeholders aware of major CX milestones and progress.
• Conduct annual review of policies and procedures for version control.
• Manage organization and work flow of ADC runbook.
• Participate in multi-team collaboration.
• Perform other duties as assigned.

Qualifications

• Bachelor's degree in Mechanical Engineering, Electrical Engineering, Facilities Engineering, or a related engineering/technical field. Equivalent combination of education and experience considered.
• Minimum of 3-6 years of experience in commissioning, reliability, or mission-critical facilities delivery (data centers or similarly complex MEP environments).
• Experience supporting Level 4 functional testing and Level 5 Integrated Systems Testing (IST), including readiness tracking, witnessing tests, and documenting/validating results.
• Experience supporting issue management and closeout (Cx log), coordinating corrective actions across trades/vendors, and contributing to turnover package completeness.
• Knowledge of mission-critical electrical/mechanical systems and controls, including acceptance criteria, SOO verification, and integrated test concepts.
• Ability to interpret one-lines, P&IDs, sequences/control narratives, and testing documentation (plans, scripts, checklists, turnover packages).
• Working familiarity with BAS/controls and EPMS/SCADA trending for functional verification and troubleshooting support.
• Experience with commissioning management platforms (Cx Alloy or equivalent) and proficiency with Microsoft 365 tools (Excel, Teams, SharePoint, Word, PowerPoint).
• Minimum 3-6 years experience creating documents used in creating standards for building, testing, repairs, troubleshooting, and training for data centers or other critical environments.
• Fluent in technical and common office software.
• Strong oral and written communication skills.

• Ability to check all technical skills for consistency and accuracy.
• Up to 20% travel required.
