About the role

Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Engineering Procurement & Construction (EPC) organization delivers core datacenter infrastructure for Microsoft’s cloud business. The portfolio consists of complex, multi-disciplinary, large-scale, multi-year datacenter construction and lease projects.

As a Commissioning Manager in Pecos, TX, you will work with data center architects, engineers, construction managers, network engineers, data center operations teams, and finance teams to streamline and improve data center capacity delivery. You will execute against scope, schedule, and budget to deliver the latest generation of data center technology to Microsoft’s Online Services. You will ensure the project is commissioned in accordance with Microsoft's standards and directly manage the process for projects in the Pecos, TX metro while supporting other commissioning projects in other regions. This role requires performing work in the field on construction projects.

Relocation support will be provided, and successful candidates must relocate or reside within 50 miles of the project location (Pecos, TX).

Responsibilities

  • Business Processes:
    • Direct reporting to the CO&I Sub-Region Commissioning Lead.
    • Primary responsibility for assigned metro commissioning projects with secondary responsibility for other CO&I commissioning projects in the region.
    • Create and/or maintain best practices to identify and incorporate quality and cost-effective solutions.
    • Manage the contracted Commissioning Agent assigned to Data Center construction projects in the assigned metro.
    • Develop Commissioning Procedures and Standards.
    • Conduct construction site inspections to review Quality Assurance/Quality Control (QA/QC) and commissioning processes.
    • Drive the project Commissioning process including scope and schedule.
  • Communications:
    • Regularly review Construction Progress, QA/QC, Commissioning progress, issues, and Key Performance Indicator (KPI) metrics to report to management.
    • Coordinate meetings and activities of vendor project managers, including integration of lessons learned.
    • Manage client representatives and partners to define and align on scope, schedule, and budget.
    • Attend scheduled owner/architect/contractor (OAC) and other project meetings, and report as necessary.
    • Report Project Progress on scope, schedule, and budget weekly or as required.
  • Accountability:
    • Develop, manage, and report on scope and schedule of the Commissioning Process for CO&I Projects.
    • Manage the Commissioning process for assigned metro projects.
    • Report the Commissioning process to management regularly.
    • Work independently in support of the CO&I Program.
    • Travel required for inspections and management of ongoing testing processes in the field in a construction environment.
  • Strategy and Development:
    • Manage data center commissioning project delivery strategy in alignment with the CO&I roadmap.
    • Refine practices/policies and develop methods/techniques for driving solutions, including commissioning procedures.
    • Provide input into long-term delivery strategy and incorporate requirements into project execution plans.
  • Vendor Management and Contract Compliance:
    • Provide vendor oversight and performance management (Scorecard driven).
    • Prepare Requests For Proposal, Project Expenditure Reports, and other project approval tools & templates.
  • Other:
    • Relocation required to defined location; must reside within 50 miles of metro.

Qualifications

  • Required Qualifications:
    • Doctorate Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 2+ years technical engineering experience
    • OR Master's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 4+ years technical engineering experience
    • OR Bachelor's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 5+ years technical engineering experience
    • OR 12+ years relevant technical engineering experience.
  • Other Requirements:
    • Ability to meet Microsoft, customer, and/or government security screening requirements, including specialized security screenings such as the Microsoft Cloud Background Check (required upon hire/transfer and every two years thereafter).
  • Preferred Qualifications:
    • Doctorate Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 4+ years technical engineering experience
    • OR Master's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 7+ years technical engineering experience
    • OR Bachelor's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 9+ years technical engineering experience.
    • Experience with Construction Quality Assurance/Quality Control (QA/QC).
    • Ability to develop and write detailed Commissioning Scripts.
    • Issue identification and resolution management.
    • Commissioning Certification: OSHA 30, NFPA-70E, or Project Management Professional (PMP).
    • Proficiency with MS Office (Outlook, Word, Excel, PowerPoint) and MS Teams.

Pay

The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. A different range applies to specific work locations, including the San Francisco Bay area and New York City metropolitan area, where the base pay range is USD $160,200 - $261,000 per year.
