Code Enforcement Officer II
Job Summary
About the role
The position involves performing technical and specialized work functions, with the highest degree of complexity, associated with inspecting existing buildings, structures, grounds, signs, or conditions and taking appropriate action to enforce compliance with local, state, and federal codes, ordinances, and regulations.
Responsibilities
- Aids co-workers; serves as Team Leader, an “expert” resource in certain cases with the highest degree of complexity including minimum housing requirements, commercial zoning, right of way, and noise readings.
- Receives, investigates, and validates highly complex complaints of violations to the County’s ordinances, codes, and regulations about County rights-of-way activity and construction regulations, minimum housing requirements, noise restrictions, and commercial zoning; obtains witness and/or complainant statements.
- Serves as liaison between County divisions and contractors, garbage haulers, landfill owners, citizens or business owners; responds to questions, complaints and requests for information/assistance from the general public, civic groups, business/property owners, court personnel, contractors, various agencies, employees, officials, supervisors, or other individuals and/or divisions in regard to cases with the highest degree of complexity including noise, signs, right of way, commercial zoning, and minimum housing.
- Provides direction to Code Enforcement investigative staff (i.e. Code staff, Park Rangers, sheriff deputies, Animal Control Officers, and Public Utilities officials) regarding Code Enforcement Board (CEB) and Office of Special Magistrate (OSM) rules and regulations and hearing proceedings; assigns cases/citations to the hearing venue for both the CEB and OSM as required; assists with administration of legal orders as directed by the CEB and/or OSM; and schedules Imposition of Fines for hearing, if violation(s) are not abated.
- Schedules, attends, and oversees pre-hearing meetings for both OSM and CEB; reviews investigator testimony and aids in revising any necessary changes; makes note of any agenda changes and status of case; and confirms all required documents have been submitted and all fees are accurate.
- Researches and compiles all data outcomes from CEB and OSM hearings and enters into database; generates and completes required post hearing results and fees; transfers appropriate evidence that was presented at hearing to Minutes and Records; and reviews CEB and OSM hearing minutes for accuracy.
- Takes an active role in identification of and organizing Department/Division teams regarding process improvements. Instructs/assists co-workers when changes occur in Division procedures.
- Interprets code requirements for contractors, homeowners, engineers, and attorneys.
- Performs pro-active patrols of assigned area within the County to detect violations; removes signs on right-of-way along roadways; and takes noise level readings.
- Plans, schedules, and performs general or specialized field inspections of an environmental nature including the inspection of existing buildings, structures, grounds, signs, and/or construction sites.
- Performs on-site inspections pertaining to assigned specialty such as in-home inspections, new signage and changes to existing signs, residential and commercial trash collection, landfill operations, and/or various health and safety related nuisance issues that may be of an elevated degree of complexity.
- Obtains and preserves evidence of violation; determines property sizes; takes photographs; documents ordinance violations; and signs inventory.
- Informs citizens and business owners of violations and explains problems; prepares, issues and/or posts warnings, notices of violations and citations for code violations.
- Performs research to determine ownership, location and legal description of the property, zoning requirements, and other concerns; obtains property deeds; and research permits.
- Re-inspects properties to ensure infraction has been corrected and that property follows all regulations.
- Reviews case files for prosecution; prepares for, attends, and testifies in Code Enforcement Board hearings, courtroom hearings and judicial proceedings.
- Research Site Improvement Plan, Site Development Plan, and Plan Unit Development documents; research amending the Land Development Code; and drafts changes as necessary.
- Establishes and maintains positive public relations; attends community meetings; informs and educates business owners and homeowners on code issues and regulations.
- Enters signs, property, and violation photographs and other information into a computer database; retrieves, reviews, or organizes case information using computer database; verifies accuracy of data; and makes corrections as appropriate.
- Maintains current field and code manuals, policy and procedures, employee handbooks, various maps, addresses, and related material for reference and/or review.
Requirements
- High school diploma or GED required; Bachelor’s degree preferred.
- Three (3) years of related experience.
- Fingerprinting required.
- Must possess a Level I FACE Certification. Must obtain and maintain state certification as a Code Enforcement Investigator by successful completion of Level II FACE Certification within 18 months of hire or promotion.
- May be required to attain and maintain certifications as related to position or for specialized areas of assignment.
- Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
Qualifications
- Experience in code/ordinance compliance inspections in the area of building construction, zoning, or property maintenance.
Skills

Salary offers above the minimum pay grade may be considered based on qualifications.
Schedule
Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
