COBOL Mainframe Application Developer

About the role

We are looking for a very experienced COBOL Mainframe Developer with Application Architecture knowledge to join our Application Managed Services team. In this role, you will collaborate directly with a state agency to maintain and enhance its online Unemployment software and modernize its Disability Insurance software. The ideal candidate will have a strong background in mainframe technologies and experience designing, developing, and maintaining COBOL applications that integrate with front-end server-based applications. Experience collaborating with state agencies on software projects is preferred, as is prior experience with mainframe application modernization.

This role involves analyzing requirements, assessing inter-application dependencies, designing architectural solutions, and implementing code while ensuring optimal performance and reliability. You will work directly with Department of Labor client personnel as a consultant to support development on their existing Unemployment and Disability Insurance software system.

Responsibilities

• Analyze architectural requirements and advise the client on design.
• Analyze interdependence between mainframe applications.
• Design, develop, test, and deploy code on a mainframe platform (z/OS) based on user specifications.
• Translate user requirements into technical specifications and programming solutions.
• Provide technical assistance in solving software problems.
• Create and maintain comprehensive documentation for all development processes, including specifications, design, and user guides.
• Assist in training and mentoring junior developers, sharing knowledge and best practices in mainframe development.
• Ensure proper change management for all requested changes, fixes, and enhancements to production applications.
• Participate in 24x7 on-call support rotation, including night and weekend Production/QA support.

Requirements

• Bachelor’s degree in Computer Science, Information Technology, or a related field (or equivalent work/practical experience).
• At least 12 years of COBOL programming experience; proficiency in COBOL programming in an IBM z/OS mainframe environment.
• Expertise in Job Control Language (JCL).
• Extensive experience with IMS DB and DB2.
• Experience with mainframe technologies, including CA7, MQ, VSAM, CICS, TSO, and FTP.
• Production support experience, including break-fix support and permanent fixes in production.
• Development lifecycle experience, from development to system test, UAT, and production.
• Familiarity with software development methodologies (Agile, Waterfall).
• Legally authorized to work in the United States without the need for visa sponsorship now or in the future.

Skills

• Application architecture skills.
• Strong problem-solving and analytical skills.
• Experience with InterTest, Expediter debug tools, ServiceNow, Librarian source management, AWS Transform, GitHub Copilot (preferred).
• Extensive experience with CA7 scheduler (preferred).
• Public sector experience (preferred).

Pay

The compensation range for this position in the U.S. is $115,080 to $218,520 based on a full-time schedule. Your actual compensation may vary depending on geography, job-related skills, and experience. The pay or salary range will not be below any applicable state, city, or local minimum wage requirement.

• California (All Other): $126,600 to $240,480
• Colorado: $115,080 to $218,520
• Massachusetts: $115,080 to $240,480
• New York City: $138,120 to $262,320
• Washington: $126,600 to $240,480
• Washington DC: $126,600 to $240,480

This position is eligible for Kyndryl’s discretionary annual bonus program, based on performance. For sales commission-eligible roles, participation in a sales commission plan replaces the annual bonus program.
