Daily Responsibilities

  • Participate in Microsoft Teams conference calls with Contracting, the awarded GC, the CPS Contractor, the Commissioning Agent (CxA), and VAMC Milwaukee to coordinate pre-construction issues.
  • Avoidance of long-lead time items as identified by the GC.
  • Aid in the review of the GC's pre-construction submittals (schedule, infection control plans, phasing plans, etc.).
  • Aid in the review of the GC's material submittals and shop drawings.
  • Aid in the review of the GC's RFIs.
  • Maintain a current project schedule, coordinate with the general contractor, and compare project progress against the Contractor (CM) schedule and general contractor's schedule.
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules, review of construction contractor payment requirements (including preparation of necessary forms for payment processing by VA).
  • Assist in issue resolution by keeping thorough records of occurrences, contracts, and others construction related matters of the project.
  • Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
  • Monitor and perform testing and inspection services, including testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations.
  • Support the Commissioning Agent (CxA) for start-up, calibration, and/or certification of operating systems at the Milwaukee VAMC during third-party commissioning activities.
  • Perform additional construction-related services such as maintaining marked up sets of project plans and specifications for future as-built drawings, performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirements, and notifying the VA and general contractor when work requires correction; compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; monitoring project financial data and budgetary cost accounting; assisting in relocation efforts; administration of construction contract change orders (preparing cost estimates, reviewing cost proposal); Submittal Review; Request for Information Review and Responses; Daily Logs of Activity; coordination of Owner supplied equipment; Operational and Maintenance data; Closeout Submittals and other services as may be required by the VA.

Required Qualifications

  • A Bachelor's degree in Construction Management (or similar technical degree) or evidence of work experience or knowledge to compensate for absence of higher education.
  • A minimum of six (6) years of construction work experience may be substituted and shall be reviewed for acceptability.
  • Experience in healthcare and information technology (IT) projects/facilities is critical.
  • A working knowledge of construction practices and the ability to implement the various plans set forth on the project including Quality Assurance, Safety, Time, Cost, Change and Information Management.
  • Familiarity with the site operations of a General Contractor (with subordinate sub-contractors) and the process of managing a building construction operation.
  • Experience in monitoring construction for Quality Assurance.
  • Experience in preparing, analyzing, and identifying incongruities and deficiencies in the Contractor’s work in relationship with the construction documents.
  • Understanding of the baseline schedule and assistance in determining the value of the acceptable work in place.
  • Work experience on completed projects shall be identified in the credentials of the individual to show relevant competence.
  • Presentation of three projects of the scale and difficulty at which he/she held a similar position.
  • Maintenance of daily progress reports and inspection reports and leading the inspection and quality assurance team assigned to projects to ensure timely and effective project oversight.
